LOCATION OF DUTIES: Jordan and West Bank

BACKGROUND
The Bureau for International Narcotics and Law Enforcement Affairs (INL) continues to work in partnership with the United States Security Coordinator (USSC) towards strengthening skills, competencies and abilities of the Palestinian Authority (PA) to provide law enforcement, security, and public safety in the West Bank. The emphasis of this critical U.S foreign policy initiative has shifted from training and equipping, and building infrastructure for the PASF, to the development and support of the PA institutions needed to oversee, support, and maintain the PASF and other PA-related justice and corrections functions.

The U.S. is now transitioning to a longer-term institutional development focus with an emphasis on maintaining and sustaining PA capabilities to provide security. The USSC is a U.S. Department of Defense (DOD) team, augmented by international military officers, and this team works in close partnership with INL Jerusalem (INL/J) for program management of all U.S funded assistance to the Palestinian Authority Security Forces (PASF), which principally includes the National Security Forces (NSF), Palestinian Civil Police (PCP), Presidential Guard (PG), Civil Defense (CD), and Preventive Security Organization (PSO), as well as the Ministry of Interior (MOI).

RESPONSIBILITIES
The Jordan TM Lead is responsible for overseeing all TM activities at the Jordan International Police Training Center (JIPTC) and the Academy of Civil Protection (ACP) efforts in Jordan. The West Bank TM Lead is responsible for overseeing all TM activities at West Bank training locations. They are each responsible for ensuring that all courses are conducted on time and to standard.

General Responsibilities

  • Coordinate with and seek guidance from INL and USSC.
  • Ensure all training courses are properly planned, delivered, and monitored to ensure that PASF students receive all US sponsored training.
  • Coordinate with the Public Security Directorate (PSD) and other supporting contractors or service providers to ensure adequate delivery of US developed/sponsored training. 
  • Oversee all MTT personnel and operations.
  • Conduct Training Familiarization for all TM members.
  • Analyze and identify steps to improve the comprehension and quality of training.
  • Develop and implement comprehensive formal program evaluations to include written reports as necessary utilizing available program metrics and reporting processes for training, student performance, facilities and logistics; compile results of the Evaluation for the USSC and INL.
  • Develop and manage a comprehensive evaluation program of all TM personnel to ensure properly focused monitoring and mentoring of training delivered by instructors. 
  • Resolve issues identified by TMs in delivery of training.
  • Supervise the development of lesson plans as required.

Qualifications

  • Bachelor Degree plus advanced training and experience in Instructional Design, Training Delivery, Performance Evaluation, and Leadership and Supervision of Personnel; years of experience might be considered in lieu of a degree.
  • Two (2) Years’ of experience related to training design, delivery and evaluation.
  • Two (2) Years’ of experience in a role of personnel management and supervision.
  • Project management and administrative oversight of project, personnel, and fiscal resources.
  • Employee training, mentoring, maintaining discipline and managing training teams.
  • Curriculum development, review and delivery.
  • Demonstrate applied knowledge of Adult Learning Theory, Facilitation, Motivation, Behavioral Science, Strategic Planning and Leadership.
  • Expertise in Training Needs Assessment, Gap Analysis and Instructional Design.
  • Foreign Experience in a High-Risk, Middle-Eastern Locale is STRONGLY PREFERRED!
  • A Favorable Moderate Risk Public Trust (MRPT) Certification; we will work with you to initiate the request prior to assignment.
  • Must be a US Citizen with a current US Passport that will not expire while assigned to this effort
