Position description

Winrock is recruiting qualified candidates to fill a Washington, DC area-based Development Research Manager for an anticipated USAID program entitled Long-term Assistance and SErvices for Research (LASER). LASER will leverage the intellectual prowess, knowledge, and in-country experience of partners to co-create global research solutions to pressing development challenges. The program will support innovation in low or middle-income countries (LMIC) to accelerate capacity for high-level science, technology, and innovation by supporting partnerships between U.S. higher education institutions and LMIC higher education institutions and other relevant partners. Through support to targeted and high-impact research projects, LASER will engage the entire research system - from universities to policy-makers and civil society - to improve development research opportunities, evidence generation, and uptake by development actors and policy makers.

The Development Research Manager is responsible for the development and oversight of select LASER research awards from conception through implementation and dissemination of research results. Responsibilities include leading, managing and facilitating contributions in all phases of the research grant cycle, including input into the development of research questions and grants selection committees, reviewing grant proposals to ensure that research plans are targeted to pressing development questions and include realistic timelines and budgets, and ensuring research plans and processes are compliant with USAID requirements. The Development Research Manager will also help ensure that gender equality and social inclusion are considered throughout the research grant competition and implementation cycle.

The position is based in Arlington, VA and is contingent on project funding.

Major Responsibilities

  • Engage LMIC universities/research institutes to co-create research projects with USAID across all major USAID technical sectors and regions and facilitate south-south partnerships to strengthen the design, execution and management of research collaborations and proposals

  • Assist in defining key countries and topics to prioritize for convenings/scoping missions to identify possible research projects and refine questions of interest based on USAID mission/bureau-identified research needs

  • Assist in designing and disseminating research RFAs to target women and LMIC researchers to apply as lead researcher/research team members

  • Assist with finalizing the research scope of work and distribution of calls for research concepts out to the LASER network

  • Adapt existing Winrock grant manuals to create a USAID grants manual for LASER research grants subawards

  • Administer Winrock's two-phase research grantmaking process; assist short-listed and winning research teams to revise their proposals and budgets and ensure that research proposals aim to produce high-quality research evidence within a realistic timeline and budget

  • Conduct site visits to provide ongoing training, technical support and monitoring

  • Represent the program to governments, NGOs, and other stakeholders


  • Bachelor's Degree in international development, public policy, international affairs, or a related field required; Master's Degree preferred

  • Minimum of five (5) years of experience leading grants administration and oversight for projects of similar size and scope for projects funded by USAID or other USG donor required; research grants experience with USAID funding strongly preferred

  • Fluent English speaking and writing skills required; fluency in at least one additional language (French, Spanish, Portuguese) preferred

  • Excellent writing, research and grants management skills

  • Computer skills in institution-supported software (Microsoft Word, Excel, Access, SPSS, and PowerPoint)

  • Ability to meet deadlines and manage multiple tasks; must be a team player with good interpersonal skills

  • Demonstrated ability to independently schedule and manage work and lead training and capacity-building activities

  • Ability to maintain the highest ethical standards at all times
