Regional Anti-corruption Initiative (RAI) is an intergovernmental regional organization comprised of nine member countries from South East Europe (SEE): Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Moldova, Montenegro, North Macedonia, Romania and Serbia; and thee observers: Poland, Georgia and Slovenia. Kosovo institutions are the beneficiary of RAI activities.
RAI’s mission is to lead regional cooperation to support anticorruption efforts by providing a common platform for discussions through sharing knowledge and best practices. RAI acts as a regional hub through which governments of the region combine their efforts to help curb corruption in South Eastern Europe (SEE).
RAI is implementing a 3-years regional program project titled “Breaking the Silence: Enhancing the whistleblowing policies and culture in Western Balkans and Moldova”, funded by European Commission under ref. number IPA/2019/412-374 (hereafter the Project).
Overall Objective of the Project is to contribute to the strengthened resilience of societies to corruption in Western Balkan and Moldova and specific objective of the Project is to strengthen whistleblowing as an anti-corruption tool through a common platform in Western Balkan and Moldova.
The Project will contribute to the overall objective by delivering two Outcomes: (outcome 1) Disclosure channels and protection mechanisms for whistleblowers in public institutions and civil society improved and promoted and (outcome 2) General public, professional community and public institutions more sensitized and informed about whistleblowing.
Project beneficiaries are selected public institutions particularly law enforcement agencies but also other institutions and civil society organizations (CSOs) providing a wide range of services for whistle-blowers and promoting and advocating whistleblowing such as legal aid providers, social services and other interested CSOs.
Another beneficiary group is general public with focus on youth in particular. Engagement of general public and youth and young adults in the whistleblowing awareness campaign will help create awareness on the topic in their virtual and physical communities.
2. DESCRIPTION AND OBJECTIVES OF THE ASSIGNMENT
Under the executive authority of the Head of Secretariat, and in close cooperation with Senior Anti-corruption Adviser, the Project Manager - Anti-corruption Expert (hereinafter the Project Manager) is responsible for overall implementation of the Project. The Project Manager will lead the Project team: Project Officer and respective project experts, and will work closely with the RAI Secretariat core team, mainly with the Chief Program and Communication Officer and Chief Finance and Operations Officer. The incumbent will be accountable for effective and efficient implementation of the Project objectives.

5. EVALUATION OF APPLICATIONS
RAI applies a fair and transparent selection process that takes into account the technical qualification of the candidates. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of the applicant’s experience, education, and qualifications. The contract will be offered to the applicant whose application has been evaluated and determined as responsive/compliant/acceptable, and having received the highest score out of the technical criteria defined below.
Top five candidates (with highest number of points in the experience/qualifications and education evaluation) will be considered for an interview. Interviews may include one or more of the following: written test, ability tests, behavioral questionnaires, job-related examinations, situational exercises and language tests.
The employment agreement shall be offered to applicant who receives the highest score out of the technical evaluation (50% of total score) and interview (50% of total score).
6. CONDITIONS OF THE CONTRACT
Selected candidate is expected to start work on April 1st 2020.
Appointment of Anti-corruption Expert - Project Manager will be for 36 months, subject to 3-month probation period. This is a full time position.
RAI offers a compensation package that is internationally competitive and comparable with other regional organizations.
Annual gross salary: €38.400.
Diplomatic status in Bosnia and Herzegovina.
Relocation budget €3.000 for arrival and departure.
Health insurance in Bosnia and Herzegovina for an employee and its dependants.
Monthly Child Allowance €80.
Other terms and conditions are stipulated in the Office Policies Manual of the RAI Secretariat.
