Position description

BRAC’s Ultra-Poor Graduation Initiative (UPGI) seeks to hire a Technical Officer for a growing team that provides advisory services, and technical assistance around the Ultra-Poor Graduation approach to a variety of partners, ranging from governments, multilateral institutions, and NGOs.  

Reporting to the Senior Technical Advisor, this junior-level role will support technical assistance to partners, contribute to business development, and deliver on donor commitments, including knowledge management and reporting. This position will be based in New York and will work with staff members in New York, Washington DC and colleagues working with UPGI globally. 

Primary Responsibilities

The Technical Officer will be responsible for supporting ongoing technical assistance contracts led by Technical Advisors, and other activities as assigned. Responsibilities will evolve as we grow our services and portfolio of advisory contracts, but generally include the following: 

Technical Assistance

  • Support team in delivering high quality technical assistance to a range of partners including governments, multilateral institutions, and NGOs
  • Support team with key deliverables and activities including field assessments, program design, implementation support, monitoring, research and learning, and partner capacity-building
  • Contribute to the development of systems, processes, and tools to improve delivery of technical assistance to partners 
  • Travel extensively (30 – 40%), at times in locations with limited amenities

Business Development 

  • Conduct business development activities, including prospect research and country landscaping for emerging opportunities 
  • Support proposal development in collaboration with the technical team

Knowledge and Learning

  • Create knowledge products, case studies, and presentations for external audiences
  • Facilitate internal knowledge management to promote cross-learning across technical assistance contracts and partner engagements 
  • Participate in global and local events as needed

About the Ultra-Poor Graduation Initiative

Through its Graduation programs, BRAC targets the poorest people in a community, known as the ultra-poor, and uses a holistic, time-bound approach to help them improve their health, learn financial skills, and start a profitable business. More than 95 percent of participants in Bangladesh continue on a positive economic trajectory five years after the program ends. To date, BRAC has ‘graduated’ more than 2 million households out of ultra-poverty. BRAC’s approach has gained widespread recognition and adaptations have taken root worldwide.

In 2013, BRAC launched the Ultra-Poor Graduation Initiative. The Initiative aims to position Graduation as a key driver to achieving Sustainable Development Goal 1: End poverty in all its forms everywhere. It does this by:

  • Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions, and non-governmental organizations
  • Effective adaptation and implementation of the Graduation approach in countries around the world, supported through technical assistance and capacity-building for external stakeholders 


Education and Experience:

  • Master’s degree in social sciences, international development, or another related field with 3-4 years of relevant experience in international development, including program management, program design and/or implementation, and capacity building
  • Field experience in developing country contexts in Asia or Africa
  • Familiarity with livelihoods, social protection, gender, financial inclusion, or health
  • Experience supporting proposal development and business development efforts 

Skills and Qualifications:

  • Creative problem-solver with the ability to adapt to change in a fast-paced work environment 
  • Proactive with the ability to effectively manage competing work streams and deadlines
  • Ability to work in a collaborative and team-oriented work environment 
  • Diplomatic, with strong interpersonal skills, and a high degree of cultural sensitivity  
  • Excellent writing skills in English required. Fluency in French, Swahili, Arabic, or Bengali, a plus.
