Position Background

 

The Senior Quality Assurance and Technical Manager is a key member of the technical team and will champion and drive the success of QED’s projects by developing standardized quality control processes, guidelines, and tools to ensure consistency across all QED products, building capacity of the field teams in meeting these standards, providing technical assistance and knowledge management leadership, guiding the projects to respond to and reflect client and industry trends/policies, and supporting/translating the activities of the Data Hub team for new and existing clients. S/he will grow QED’s portfolio through thought leadership, finding opportunities to expand the portfolio by providing new/additional technical assistance, recruiting and managing technical staff, and leading business development efforts. S/he will be responsible for helping manage billability targets for self and his/her team.

QED has built its reputation on the quality of its work and the Senior Quality Assurance and Technical Manager will ensure that this quality is maintained consistently across all QED products and proposals. Additionally, as a technical specialist, s/he will provide technical assistance to field teams and work closely with the Data Hub Team to ensure client needs are being met as well as identifying opportunities for new business development. S/he is a leading contributor to the growth and development of QED’s technical team and will report to the Senior Director of Programs, who maintains overall responsibility for the successful execution of QED’s portfolio of contracts. The Senior Quality Assurance and Technical Manager will lead capacity building of field teams and contribute to the growth and mentorship of technical team staff of varying levels and experiences, encouraging career development and supporting the retention of qualified staff. Expected billability 60-75%.

Responsibilities:

Quality Control and Assurance (20-40%)

  • Leads creation and implementation of new quality assurance processes, guidelines, and tools
  • Conducts quality control and assurance of QED products to include reports, proposals, and other technical deliverables
  • Reviews products and deliverables to ensure a high-quality standard across all external products
  • Liaises with Field, Program Management, Technical Directors to ensure high-quality support to country programs and final dissemination of project materials
  • Performs various capacity building activities
  • Maintains knowledge management tools and systems across the portfolio (ensuring that technical learning and sharing)
  • Keeps track of trends and emerging needs for field identifying areas of focus from USAID Washington and PPL or from the industry such as MERL Tech
  • Supervises and leads the Data Hub Team

Technical Assistance (40%)

  • Provides technical assistance, as needed, to QED field teams, clients, host country governments, and field-based implementing partners
  • Works closely with QED staff to carry out activities related to the design and implementation of country MEL plans
  • Writes or contributes to programmatic and technical reports, such as quarterly reports and technical and policy briefs as needed
  • Assists in developing theories of change, results frameworks, appropriate metrics, indicators, and data collection tools to measure project activities
  • Liaises with client counterparts and external stakeholders to ensure consistent and timely communication
  • Provides quality assurance and oversight of quantitative data collection and analysis from the PRS, evaluations and assessments, and DQAs, among others
  • Guides Data Hub work planning and technical service delivery
  • Creates digital mapping products using various software platforms
  • Provides thought leadership to technical staff on harnessing data and providing in-depth analytical insights
  • Reviews and validates report data and supporting documentation to ensure data quality requirements

Business Development (BD) (20-30%)

  • Identifies potential new business opportunities and leads go/no go decisions using established criteria and tools
  • Improves corporate BD win rate by engaging in early capture including pre-proposal planning, prioritizing bid opportunities, leading reconnaissance trips to the field, identifying potential partners (U.S., local, and international partners), participating in teaming discussions and negotiations, identifying key staff and develop a ‘win strategy’ by developing strategies, systems, and the team to do so
  • Manages and writes competitive and compliant technical proposal submissions to clients including USAID, DOD, CDC, and other USG agencies, and donors in accordance with RFPs, RFIs, RFQs, RFTOPs, and the annual new business strategy
  • Participates in formulating competitive and compliant pricing strategies and contributes to the completion of cost volumes with QED’s Business Development (BD) and pricing staff
  • Contributes to the recruitment of long and short-term staff for competitive bids by coordinating with QED’s BD and Talent Acquisition staff including identifying potential candidates, interviewing and vetting prospective candidates, and participating in final candidate selection
  • Perform other duties as assigned

Qualifications

  • Masters’ degree in International Relations, International Development, Mathematics, Econometrics, Computer Science, or related field of study
  • Senior-level experience providing support to programs in the US and in developing countries
  • Experience with the design, development, and implementation of performance monitoring plans
  • Experience designing routine data collection systems, data quality assurance, and client reporting
  • Proven track record of business development success
  • Advanced knowledge and experience with economic and M&E models, theories, and programs
  • Literacy in designing and using online data collection, reporting, and analytics platforms
  • Strong experience in facilitation and presentation of results and data
  • Professional experience interacting with field-based teams, NGOs, host country governments, USAID Washington-based and Mission staff, and other relevant stakeholders
  • Demonstrated ability to assess priorities and manage multiple, complex, time-sensitive tasks simultaneously, and meet deadlines with attention to detail and quality
  • Experience transforming analysis into best practices, lessons learned, and knowledge-sharing products
  • Able to perform quantitative and qualitative analysis of large sets of data
  • Proactive and comfortable independently gathering information to complete tasks
  • Creative and resourceful problem solver and thinker
  • Strong drive and initiative to proactively take on and complete tasks
  • Comfortable working in a matrixed, integrated work environment
  • English fluency and minimum business level proficiency in French, Spanish, Arabic, or other major foreign language
  • S/he should be able to translate QED’s core expertise into current and newer areas and practices in an evolving and adapting market

Preferred Education, Experience, Skills & Qualifications

  • Experience with other USG donor organizations including Department of Defense (DOD) and Department of State (DoS)
  • Experience with GIS and geo-mapping
