Position description

Org. Setting and Reporting

The mandate of the Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located within the Office of the Head of Entity, based in Geneva, Switzerland. The incumbent will work under the overall direction of the Head of the IIMM.


Within delegated authority, the incumbent will be responsible for the following duties:

  • Reviews all incoming and outgoing documentation, correspondence, letters, including sensitive queries and requests; consults senior staff for their inputs and comments regarding the same as required, compiles summaries and/or makes recommendations to the Head based on an analysis of the information provided; drafts correspondence for the signature of the Head.
  • Prepares briefings for the Head's meetings with high government and international officials as required; prepares background documentation and advice as to the content and direction of such meetings, attends such meetings, prepares summary documents of such meetings and ensures follow-up to any actions decided on during such meetings.
  • Drafts policy papers, reports including to the Human Rights Council and General Assembly, as well as other documents as required.
  • Drafts speeches and public presentations for the Head.
  • Liaises and maintains close working relations with Member State governments, UN Secretariat, other UN agencies, international organizations and NGOs.
  • Assists in the organization of official travel, including missions, by the Head.
  • Stays abreast of current developments relevant to the IIMM's work and provides advice accordingly; reviews policy positions under consideration by the Head, for consistency of approach and assists in ensuring effective implementation.
  • Assists in coordinating and enhancing internal communication between the Head and the IIMM's units and staff members; liaises with various staff members and follows up on direction from the Head.
  • Coordinates special projects as directed by the Head.


  • PROFESSIONALISM: Knowledge of international law, including international criminal law and accountability processes for serious international crimes; Ability to draft a broad range of written documents at a very high level, including correspondence, policy documents, presentations, speeches and legal documents; Ability to apply good judgement and analytical and research skills in the context of assignments given, including the ability to evaluate information and assess impact; Excellent oral communication skills and ability to interact effectively with a broad range of interlocutors, including diplomats, UN officials, civil society representatives and national prosecution authorities; Ability to work constructively with a broad range of professionals inside the IIMM, including support staff, investigators, analysts and lawyers and flexibility in adapting approaches and working methods as needed for the tasks at hand; a high level of commitment to supporting and facilitating the work of the Head of IIMM specifically and the Office of the Head of Mechanism more generally.   • A first-level university degree and an Advanced university degree (Master’s degree or equivalent degree) in law. A first level-university degree in law in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree in law.

Work Experience

  • A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing is required.
  • Experience advising senior officials is required.
  • Experience in drafting high-level reports or legal documents is required.
  • Experience negotiating or drafting agreements between the United Nations and/or national governments and/or governmental or non-governmental international organizations is desirable.
  • Experience with the United Nations common system is desirable.
  • Experience with investigations or international criminal prosecutions is desirable.
  • Experience working on issues related to South-East Asia and in particular Myanmar is desirable.
  • Experience in international law is desirable.


  • English and French are the working languages of the United Nations. For the post advertised, fluency in English is required.
