Position description

The Program Deputy Field Coordinator (PDFCO) will manage and support the Project Managers in the Rakhine State for the implementation of activities, will ensure the relevance of the activities implemented in line with SI annual country strategy and the evolution of the humanitarian situation in the area. The PDFCO will help the Field Coordinator to represent SI programs to partners and stakeholders in Rakhine State.

The main challenges

  • Relevance and operational quality/operation monitoring: SI operates in different areas - some of them accessible with difficulty
  • Human resources management: the international and national team is very important, and requires a lot of coordination
  • Financial backer relations/search for funding: need to adapt to context change (impact of COVID 19, seasonal challenges ex: water scarcity etc); and follow several budgets of several donors
  • Internal and external communication: need to smooth and improve the communication schemes
  • Representation: the amount of time spent in representation is very significant (meetings, donors etc.)

Priorities for the 2/3 first months

  • To ensure that all grants are getting implemented in time and quality despite the limited access due to COVID-19 by establishing a strong remote monitoring and alert in case major delays are happening and adapting the program activities in the frame of the COVID-19 preparedness and response plan
  • To ensure that Complaint, Feedback and Response Mechanism is in place in all locations and improve Accountability to Affected Population (with the technical support and in link with the Program Coordination Team)
  • To reinforce the capacities of the Program Managers, more especially on internal tools and procedures (Budget forecast & follow up, activity planning etc.)
  • To reinforce the inter-department collaboration and coordination, especially with the logistic department in order to ensure punctuality for the implementation of the program activities
  • To ensure a good representation of SI in clusters meeting in link with the Camp Closure Strategy

Qualifications

Education:

  • Post graduate level in related field

Experience:

  • 3 years of professional experience, including a minimum of 2 years in the humanitarian environment, with a positive experience in coordination, project implementation and team management
  • Proven experience in conflict/post-conflict contexts and insecure environments
  • Proven experience in managing teams notably in complex ethnic and/or religious contexts or sensitive environments
  • Previous experience of project management in NGO/humanitarian fields
  • Previous experience in reporting and proposal writing
  • Experience in capacity building
  • Previous experience with SI would be an asset

Technical skills and knowledge:

  • Knowledge of WASH and FSL activities
  • Knowledge of Emergency activities in WASH and FSL
  • Strong knowledge of project cycle management, project design and proposal writing
  • Strong knowledge of Monitoring, Evaluation, Accountability and Learning
  • Knowledge of HR, budget and logistics management
  • Knowledge of protection issues as an asset
  • Knowledge of Solidarités International rules, tools and procedures would be an asset

  • Good computer skills: Excel, Word, Power Point, Sphynx, GIS etc…would be an asset
  • Previous experience with SI (highly recommended)
  • Previous experience in Rohingya crisis is an asset

Languages:

  • Fluent English (written, spoken and read), essential for writing proposals and reports and for external coordination and representation meetings with other NGOs, UN agencies, donors
  • Capacity to work with non-native English speakers (most of national staff speak limited English, especially at Base level)
