DevWorks is seeking a Deputy Project Director for an anticipated Rural Water Research and Learning Activity. The purpose of this activity is to expand the evidence base for rural water services, to increase use of findings to inform rural water policy and programming in collaboration with partners, in order to increase the availability and sustainable management of safe water for the underserved and most vulnerable. The Activity’s approach includes 1). Implementation research; 2). Use of evidence in decision-making; and 3) Coordination and collaboration with other USAID research, learning and communications platforms.
The Deputy Project Director will support the Project Director in providing overall technical leadership, management and strategic vision for the implementation of the anticipated Rural Water Research and Learning Activity. S/he will manage staff, resources and partnerships to ensure that the program meets its targets and deliverables on-time and within budget. The Deputy Project Director will supervise program staff and ensure accountability to donor rules and regulations. S/he will be expected to fulfil the Project Director role, if needed when the Project Director is absent, and provide complementary skills and experience to ensure project success.
This position is contingent on funding.
- Contribute to the leadership of successful implementation of the activities and provide operational leadership and project management for the portfolio of research projects implemented under the award.
- Provide management of the research partners and staff under this activity, ensuring the successful collaboration between headquarters teams and teams based in country.
- Work with project leadership to ensure adequate and appropriate resourcing to execute the program.
- Establish and maintain relationships with key stakeholders, including sub-contractors, government officials, non-governmental organizations (NGOs), academic institutions and community groups for smooth implementation.
- Provide oversight and supervision of long and short-term personnel, act as a mentor and ensure appropriate training and human resource planning.
- Establish and maintain effective project reporting, evaluation, and communication. Submit timely, accurate, and professional program reports that meet funder requirements.
- Develop and maintain an adequate human resource plan consistent with DevWorks policies, funder requirements and local laws.
- Ensure proper technical capacity of staff to manage complex activities.
- Manage project budget within approved spending levels and ensure accurate and timely financial reports to funder and DevWorks headquarters.
- Oversee sub-grantees working on field research, technical advisory, and knowledge management roles.
- Perform other duties as assigned
- Master’s degree or higher in engineering, public health, business, behavioral science, or other related field.
- At least 7 years of demonstrated technical expertise, including in research programs, with substantial developing country context experience, in a combination of the following technical areas: community participation, rural WASH, social and behavior change, governance, institutional strengthening, and private sector engagement.
- At least 2 years of demonstrated excellence in a management and leadership position in international health or other development program context.
- Demonstrated ability to work with a wide range of government and civil society counterparts and donor partners.
- Excellent oral and written communication skills in English.
