Position description

Reporting to the Grants Manager, the Grants Officer will be an integral member of the Grants Team and will offer high quality, organized, and responsive support for Research Methods and Research & Policy teams that manage regranting funds. The Grants Officer will be responsible for coordinating, preparing, and issuing subaward agreements and modifications to subrecipients from federal and non-federal prime awards. The Grants Officer will ensure adherence of proper due diligence and subrecipient monitoring requirements. This role will serve at the nexus of multiple internal departments, including but not limited to Research Methods, Research & Policy, Legal and Finance staff, and will communicate frequently with external institutions.

Among other qualifications, the ideal candidate shall have: a) minimum of 2 years experience managing federal grants and/or contracts; b) good command of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards as well as multilateral institutions and foundations standard terms and conditions; c) proven ability to work effectively across multiple teams and with a high degree of organization and customer service orientation; d) attention to detail; e) proficiency in software applications and databases; and f) excellent written and verbal communication.

Responsibilities 

  • Monitor and manage subawards and necessary reporting/compliance requirements per donor terms and conditions.
  • Provides guidance to Sector teams and country offices on compliance issues on subawards and procurement.
  • Drafts and reviews subaward and sub-contract agreements to ensure adherence to donor rules and regulations.
  • Liaise with subgrantees and relevant IPA teams to complete due diligence checks, negotiate subgrant agreements, and process amendments.
  • Reviews subaward and sub-contract expenditures and other financial analysis on a monthly/ quarterly basis as required.
  • Assists country offices and Sector teams on interpretation of OMB and CFR regulations.
  • Ensures sponsor prior approvals and other grants management record-keeping is filed and complete.
  • Track the status subaward issuance throughout the subaward drafting, negotiating, and implementing processes.
  • Assist with closeout of subawards.
  • Maintain and update business systems (Salesforce, Box, Replicon, etc.) to ensure completeness and accuracy.
  • Participate in the development and implementation of office policies and procedures with a focus on maintaining and updating subaward standard operating procedures.
  • Support the development of materials and trainings aimed at building the capacity of staff in the area of compliance with grants and subaward terms and conditions.
  • Perform other duties as assigned.

 

Qualifications

Qualifications 

  • Minimum of 2 years experience managing federal grants and/or contracts
  • Bachelor’s degree in Management, Business Administration, Project Management or any related field.
  • Knowledge of typical grant award/contractual documents such as grant agreements, subcontracts, modifications
  • Experience with international, non-profit organizations, as well as a multi-office, multi-national environment
  • Understanding and interpretation of OMB, CFR and US government regulations
  • Excellent verbal and written communication skills.
  • Attention to detail.
  • Team player with a positive attitude and ability to build strong working relationships.
  • Proficiency in software applications, such as Microsoft Office, Google Drive, online file storage systems.
  • Able to work independently, prioritize and see tasks to completion.
  • Excellent organizational skills.
  • Ability to work in a fast-paced environment.
  • Quick-learner.
  • Experience with Salesforce is a plus/added advantage.
