The U.S. Department of State has placed a greater emphasis and prioritization on using data as a strategic asset and modernizing Information Technology (IT) systems and platforms. Guidehouse’s State client undertook IT modernization effort to identify opportunities to enhance and modernize its technology infrastructure, resulting in the Department’s first IT Modernization Strategy. Guidehouse is looking for a Data Literacy, Organizational Strategy and Transformation SME to support State’s ongoing data-driven and IT modernization efforts to advance State’s efforts to improve and measure its impact in security affairs.
We seek to hire a Data Literacy, Organizational Strategy and Transformation SME who is innovative, data-driven, team and customer oriented, dedicated, and adaptable, and committed to development, growth, and success. The Data Literacy, Organizational Strategy and Transformation SME will provide Organizational Change Management (OCM) oversight in support of large-scale changes to a federal client’s technology programs (Note: several information technology subject matter experts will support this effort; this role will support them with organizational change management expertise). The organizational change management lead will also support corporate business development efforts.
Key Responsibilities:
Develop and execute training and modules to equip State client’s workforce to communicate effectively using data resources and analytic tools.
Ensure State client is aware of and has access to the full range of data analytics development resources, including those available via other relevant agencies and third parties.
Current and Future State Assessments: Conduct assessments to understand the organization’s current state including contextual factors, key drivers for change, and leadership and staff’s readiness for change. Help clients define what the ideal future state looks like to meet new and emerging needs.
OCM Strategy and Solution Development: Facilitate the development of a change vision and strategy for executing a successful transformation to the future state, including incorporating strategic communications and training into the strategy and plan. Design best-fit change approaches, plans, and prototypes. Use change science and choice architecture to maximize adoption of the future state solution.
OCM Strategy Implementation: Execute change activities and implement change tactics. Continually measure the success of change activities; iterate and continuously improve change solutions to ensure the future state is attained.
Additionally, support corporate business development efforts to help grow the business in this account. This may include opportunity identification, market research, and proposal support.
What You Will Need:
An ACTIVE and CURRENT SECRET federal security clearance
Graduate level degree in International Relations, National Security Studies, War Studies, or equivalent
M.S. Degree, plus 5+ years of relevant work experience
B.S. Degree, plus 10+years of relevant work experience
3+ years of experience in working with the Department of State or similar government agency
2+ years developing and executing adult learning curriculums
Experience in organizational design, training, change management and communications strategies.

Change Management Certification: Association of Change Management Professionals (ACMP) Certification or equivalent
Background in Data Analysis/ familiarity with the full data lifecycle
Strategic communications experience
