Position description

The Casework Manager will be responsible for implementing targeted results-oriented interventions to strengthen responses to child trafficking and child sexual exploitation in Côte d’Ivoire with a key focus on law enforcement and prosecution.

Responsibilities

The Casework Manager will be responsible for the implementation of casework strategies to meet set grant objectives. This role manages relationships with partners and key stakeholders, including government ministries and civil society organizations to ensure the project goals are achieved.

The Casework Manager would lead a core staff team to apply a sustainable approach to capacity building and casework interventions. They would ensure justice sector actors (including law enforcement, prosecutors, and judiciary) apply existing trafficking specific legal frameworks to identify trafficking victims, investigate cases, prosecute, and convict perpetrators of child trafficking in a victim centered and trauma informed manner.

Key Responsibilities:

  • Represent International Justice Mission (IJM), in managing the project funded by U.S. Department of State Office to Monitor and Combat Trafficking in Persons;
  • Collaborate accordingly with other consortium members on the grant, to ensure effective completion of grant objectives within the set timeframe;
  • Ensure implementation of IJM’s theory of change through all project activities;
  • Represent IJM and its activities under this grant to external stakeholders such as donors, local and national government entities, media, NGOs, and the local business community;
  • Work closely with the Law Enforcement Specialist and relevant government entities to identify capacity gaps in child trafficking response and build capacity development milestones;
  • Manage team members providing input in specialist areas of aftercare, investigations, and prosecutions;
  • Ensure all staff have a clear understanding of IJM’s mission, core values, global vision, and project objectives;
  • Ensure grant monitoring and reporting requirements are met in a timely manner and to a high standard;
  • Manage project budget and ensure due diligence and compliance with IJM and the donor’s requirements and policies;
  • Manage the development and facilitation of contextualized training on trafficking for government officials, justice actors, and civil society representatives;
  • Supervise and mentor project staff, including periodic reviews and end of year evaluations;
  • Lead in the implementation of high-quality project activities that align with the grantor’s and IJM’s objectives;
  • Ensure regular communication on project activities and progress with IJM’s Director, West Africa;
  • Other duties as assigned.

Qualification and Experience

  • Successful candidates will have strong management skills as well as relevant experience implementing programmes to tackle human trafficking within the region. Previous experience in law enforcement or prosecution is strongly preferred;
  • Bachelor’s degree or master’s degree in law, or other relevant field;
  • Experience in designing strategies and processes to achieve aggressive goals;
  • Minimum of 5 years’ experience in successfully leading and managing teams of professionals; a proven capability to supervise the work of lawyers, social workers, and other professionals and managers strongly preferred;
  • Demonstrated in-depth understanding of human trafficking and its related legal instruments in the Ivorian context;
  • Experience managing an office/departmental budget or comparable financial management experience;
  • Demonstrated ability to communicate, coordinate, and build relationships with governments, NGOs, Media organizations and local and global institutions;
  • Fluency in French and English;
  • Experience managing international projects to the highest ethical standards;
  • Demonstrated diplomacy in professional and cross-cultural settings.
