Under general direction of the City Manager, the Director of International Relations administers the City"s international relations programs and promotes cultural, educational, social and business relations within the business and civic communities as well between Mexican counterparts including McAllen"s sister cities. Job Responsibilities
1. Analyzes organization and community needs and proposes, develops and implements programs to promote cultural, educational, social and business relations within the McAllen business and civic communities as well between Mexican counterparts including McAllen"s sister cities.
2. Establishes and maintains cooperative working relationships with City employees, officials, and representatives from other local, state and federal agencies as well as Mexican agencies and officials.
3. Coordinates business, friendship and goodwill trips to border towns, hosts visiting delegations from Mexican cities visiting McAllen and collaborates with organizations to provide humanitarian assistance in Mexico.
4. Monitors and analyzes legislative and regulatory activities, proposed legislative actions including intrastate and foreign developments and their potential impact; reports such to City management and proposes possible actions in response.
5. Ensures preparation of Certificates of Origin, FM3 Work Letters, and other documentation relating to doing business in Mexico.
6. Provides assistance in a variety of cross border issues.
7. Represents the City of McAllen at various events.
8. Develops and implements short- and long-term strategic plans.
9. Prepares the department"s annual budget.
10. Performs additional duties as assigned. Knowledge, Skills and Abilities
Minimum Requirements -
1. Position requires a Bachelor"s degree in public policy, public administration or a related field from an accredited college or university. Master"s degree preferred.
2. Position requires five (5) years of experience in public relations, government affairs, economic development, other related field.
3. Position requires a valid "Class C" driver"s license.
4. Position requires a valid passport or ability to obtain one within two (2) months of hire.
5. Ability to perform duties with a high degree of independence and exercising good judgment.
6. Must be able to read and speak fluent English and Spanish.
7. Excellent planning and organizational skills.
8. Ability to manage multiple issues and projects simultaneously with confidentiality.
9. Ability to work under pressure.
10. Ability to communicate clearly and concisely, both orally and in writing.
11. Knowledge of pertinent local, state and federal laws, rules and regulations including Mexico"s.
12. Knowledge of principles in business, economic development and community relations. Physical Requirements
