GRC is currently seeking a Project Delegate for its office in Caracas, Venezuela (m/f/d). You will be part of GRC’s Office for Colombia and Venezuela (located in Bogota, Colombia) and report to the respective Head of Office. The cooperation with the Venezuelan Red Cross (VRC) is strongly focused on Health, DRR, and NSD. In this role you will support GRC’s project activities with VRC and provide technical support to the National Society upon request.

Duration: 12 months, with possible extension
Location: Caracas, Venezuela, with frequent travels
Main duties & responsibilities:
• Support VRC’S (DG ECHO-funded) project implementation, including quality and compliance assurance, local procurement and financial management, grant management, monitoring, and visibility and communication.
• Provide appropriate mentorship, capacity strengthening and facilitate technical support to VRC staff and teams across the project management cycle.
• Ensure timely and qualitative consolidated reporting as per GRC’s standards.
• Ensure continuous financial and activity monitoring jointly with VRC.
• Undertake regular monitoring field visits with VRC, meet with relevant actors including branches, local committees, etc. to assess trends, patterns and changing needs and consequently advise on appropriate strategies.
• Follow-up sector related developments and assist in the identification of new activities.
• Support proposal writing and identification of new funding opportunities.
• Coordination with VRC, other RCRC Movement partners and stakeholders to ensure best possible creation and usage of synergies.
• Coordination of institutional partnerships (mainly DG ECHO) with other RCRC Movement partners.
• Required Competencies & Skills:
• University degree or advanced degree in a relevant field.
• At least five years of experience in designing, implementing, and managing humanitarian programs and activities, preferably with a focus on Health and DRR.
• Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation.
• Technical background in one or more of the following areas: DRR, Health, Migration, Finance & Logistics is an asset.
• Experience in managing donor-funded projects, particularly ECHO (experience with German donors would be an asset).
• Strong analytical and writing skills, able to foster and maintain partnerships and networks.
• Experience and belief in working hand in hand with national or local partner organisations.
• Ability to train and guide staff and community volunteers, and to provide technical support and capacity building.
• Experience in facilitating organisational development processes is a strong asset.
• Proven experience working with the Red Cross / Red Crescent Movement.
• Oral and written fluency in Spanish and English is a requirement; knowledge of German would be an asset.
• Experience in the Americas region will be considered a strong asset.
• Excellent communication skills, the ability to build relationships at all levels, considering cultural and language differences.
• Ability to work independently and as a team member.
• Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
• Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'.
• Valid International Driving Permit (IDP).
