Position description

World Relief is seeking a Program Director for its operation in the eastern region of Sudan. The Program Director for the eastern region will be based in Port Sudan with regular travel to all field offices in the eastern region of Sudan, including Blue Nile, South Kordofan, and expansion / return areas such as Khartoum and Jazirah. The program director will oversee all programmatic, operational and donor compliance for WRS projects, ensure effective and efficient management of organizational resources, and lead fund raising initiatives. Non-accompanied position.

ROLE & RESPONSIBILITIES:

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief;
  • Responsible for supervision of the field offices;
  • Manages program development and operations for World Relief Sudan office’s and ensure quality implementation the organization projects;
  • Monitor and analyze the potential impact or opportunities of humanitarian need and develop a transition to recovery and early-stage development strategy for locations where WR is working;
  • Advises the Country Director on the evolution of local security, political, legal, and economic situations and how to adapt the program accordingly;
  • Oversee identification of local partners, community leaders, and other local stakeholders and develop collaborative and working relationships and partnerships;
  • Develop a capacity-building strategy for and with the local government line ministries, HAC and other INGOs and sustainable local entities;
  • Supervises Program Department’s accurate financial, procurement, and general operational protocols and reporting;
  • Ensures the Program Department maintains compliance with donor rules, regulations and reporting guidelines and deadlines;
  • Maintains open channels of communication between Program staff with other field-based WR Sudan functional departments and staff to ensure program harmony and cohesiveness;
  • Develops programmatic content, provides due diligence and finalization of the Program budget for proposed activities in order to improve the objectives, focus, efficiency and feasibility of grants to be approved;
  • Ensures that written program personnel evaluations are completed by and returned to the HR Admin department;
  • Mainly responsible for providing monthly, quarterly, annual and any other periodic or special projects and country office reports as needed by the HQ or donors;
  • Travels extensively to the field sites as security situation allows (50% time);
  • Closely work with finance director and Program development and quality assurance director in program planning, budget review, field monitoring and evaluation and annual reviews;
  • Perform other duties and tasks as assigned by the Sudan Response Director.

 

Qualifications

  • Committed to the mission, vision, and values of World Relief;
  • Master’s Degree and at least 6-years’ experience at the level of a program manager responsible for multi-sector integrated relief and development program is desired;
  • Minimum qualification: Bachelor’s degree in a relevant field with 10 years’ Program Manager or related senior level filed management;
  • Experiences in a multi-sector, multi-funded relief and development programs; including experience with international NGO;
  • Familiarity and experience working with USAID, EU, FCDO, UNDP, SHF, ECHO, UN agencies and other donor programs;
  • Previous experience working in conflict/transition and/or humanitarian crisis environments, preferably Sudan, and proven experience in supervising complex, high-speed, and challenging field operations in developing countries;
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up and expansions, manages growth under limited time constraints as well as has been involved in program close-out;
  • Strong skills in managing a diverse team, including hiring, supervising, and training expatriate, third-country nationals, and host-country local personnel;
  • Experience with program development, implementation, and comprehensive monitoring and evaluation;
  • Financial management experience, including budgeting, financial management (tracking, reporting, and accounting), and procurement;
  • Strong analytical capacity.

PREFERRED QUALIFICATIONS:

  • Successful track record of leading USAID or other US Government-funded projects preferred;
  • Experience overseeing and preparing project start-ups, particularly in complex environments;
  • Extensive experience and/or technical knowledge in designing, managing projects and activities, particularly related to agriculture, cash program, health, nutrition, WASH or protection sectors;
  • Proven experience managing teams in complex environments, with experience managing teams remotely;
  • Excellent management and leadership skills: experience working in a supervisory position with a team structure in a multi-national, multi-disciplined, multi-cultural environment and building good and healthy working relations and environment/s;
  • Excellent interpersonal and written and oral presentation skills;
  • Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed;
  • Fluency in written and spoken English is mandatory; knowledge of Arabic is desirable but not required;
  • Excellent organization, communication, public relations, and interpersonal skills.
