La Chaîne de l'Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.
We operate in 28 countries through a global approach, focused on children but also on mothers and disadvantaged communities:

POSITION AND MISSION
Main mission: Contribute to ensuring the safety of La Chaîne de l'Espoir teams (employees and volunteers) in the fields of intervention by developing security risk management for missions and program teams, crisis management, implementation of specific procedures and tools, training and sharing of information among teams.
Related to:
• Internally: HR, geographic managers, program coordinators, mission managers, logistics manager
• Externally: Network within humanitarian and international organizations, civil society and political actors.
Job Objectives:
• Support and strengthen security risk management practices within Chaîne de l'Espoir to ensure they are consistent with current best practices and proportionate to the level of threat faced by our program teams in the field.
• Work with geographic managers, heads of mission and program coordinators to support, coach and train them in the analysis of political, social, economic and security contexts, in the analysis of security risks and the development of risk reduction and contingency measures.
• Contribute to the development, updating and implementation of La Chaîne de l'Espoir's security management system, including security policies and personnel security management procedures
• Oversee incident and crisis management, ensuring a rapid, coordinated and effective response.
Main functions and responsibilities:
Safety and security management
• Participate in the implementation of the Operations Department's action plan for security risk management.
• Support country offices in the development of security management within humanitarian organisations, by reinforcing good practices and providing daily support to those responsible for security
• Support country offices and program teams in the development, preparation and review of security policies and security plans for each area of intervention
• Support each mission in developing risk analysis and mitigation (identifying risks, defining/deciding which risks need to be mitigated and proposing mitigation measures to be implemented).
• Ensure that all missions have implemented necessary and agreed safety and security mitigation measures.
• Ensure that each mission has contingency plans whenever necessary.
• Contribute to the development of security policies and practices in line with La Chaîne de l'Espoir's strategic objective of working in conflict and emergency situations.
• Develop guidelines for personnel safety in the face of certain natural hazards
• Ensure regular monitoring and security analysis of the different intervention contexts of the Chaîne de l'espoir in coordination with the mission heads.
• Contribute to the security assessment of new missions and participate in their opening.
• Structuring security management in countries where Chaîne de l'espoir does not have an office, and in conjunction with its partners
• Develop guidelines for real estate security risks such as fires in offices, residences and warehouses.
• Maintain watch and provide updates on airlines banned for security reasons in relation to the travel manager
• Conduct field audits as needed to verify countries' compliance with guidelines.
• Conduct security risk assessments upon request
Team training and briefing
• Strengthen security management capacities at headquarters and in the field, be involved in the recruitment, integration and training of all persons who have security-related responsibilities (mission leaders, logisticians, etc.).
• Organize and manage the various staff training courses, directly or via service providers to be identified, on all essential topics
• Carry out or ensure that security briefings are carried out for all expatriates and volunteers
• Inform new staff members about La Chaîne de l'Espoir's approaches to security, as needed and during official integrations.
Networking
• Create and maintain an external security network.
• Ensure appropriate monitoring of networking meetings, context developments and changes and any other relevant information (which could impact context and security), promoting a culture of proactive information sharing and collaboration (at field level and with headquarters).
• Participate in international thematic meetings (e.g. Global Interagency Security Forum GISF, Alliance 2015 Security Group or other security related meetings) as required.
Critical Incident Management
• Support security incident management: define the framework and process for managing security incidents, ensure their application, management of the crisis unit, monitoring of an incident database, capitalization.
• Establish and manage the Chain of Hope security incident database and share incident information with relevant personnel and international security databases.
Profile sought
TRAINING
• University degree or equivalent certification in risk management, international relations or other discipline relevant to the position.
• Training in humanitarian negotiation or humanitarian security management.
• HEAT training.
PROFESSIONAL EXPERIENCE
• At least five years of experience in hazardous environments within an organization in safety coordination or management positions. Headquarters experience desirable.
SKILLS AND QUALITIES REQUIRED
• Detailed knowledge of international NGO security management approaches and practices.
• Good command of humanitarian principles and practices.
• Experience in developing, organizing and conducting training and workshops.
• Ability to coach, guide and develop staff security awareness and capabilities.
• Ability to create a network with other security representatives from other organizations.
• Excellent communication and interpersonal skills.
• Good writing and IT skills (database management).
• Fluent spoken and written English and French, Spanish would be an asset.
• Ability and willingness to travel and work in insecure environments.
Desirable:
• First aid skills.
• Knowledge of the countries where La Chaîne de l'Espoir operates
• Other languages.
TERMS
• Full-time permanent position
• Proposed salary: €45,600 - €50,400 (depending on profile and experience)
• Mutual insurance covered at 80%
• Meal voucher with a face value of 10.83 euros covered at 60%
• 23 days of annual RTT
• Teleworking charter with possibility of relocation to the provinces.
