The Consulate General of the Kingdom of the Netherlands in Miami is looking for an Economic Policy Officer. The successful candidate will have a thorough understanding of entrepreneurship and the ins and outs of doing business in the United States and particularly in the South. He or she will advise the Consul General and her Deputy, and will be responsible for the promotion of Dutch trade and investment in the United States. This position is offered at pay scale 8 for a fixed term of one year, with a probationary period of one months.

The primary roles of the Consulate General are economic diplomacy and the provision of consular services. The economic team - that we are currently hiring for - supports Dutch companies, governments and academia in cooperating with partners in the southern United States. The team provides market information, identifies business opportunities, and connects interested parties in the public and private sectors. Its primary economic focus is currently on industries related to water, climate resilience, sports, mobility, and the energy transition. These priorities may shift, as we constantly reassess the areas in which our work has most added value, also depending on the subject matter expertise within our team so we invite our new colleague to contribute their particular expertise.

Investment, innovation, and startups are integral elements of our priority industries and we aim to further expand the Dutch footprint in the startup ecosystems in the South. The new Economic Policy Officer will play a key role in this effort. The Consulate General highlights its economic efforts through public diplomacy and promotes the Netherlands as an innovative, open, and inclusive society.

The Consulate General in Miami is part of the diplomatic network of the Kingdom of the Netherlands in the United States. The Consulate serves six Southern US States (AR, FL, LA, MS, OK, TX), as well as a number of island states in the Caribbean. As the second and fourth economies of the US, most economic activity centers on Texas and Florida.

The Consulate works in close cooperation with the Netherlands Business Support Office (NBSO) in Houston, the Netherlands Foreign Investment Agency (NFIA) in Atlanta, the Netherlands Embassy in Washington, DC, and the four other Netherlands Consulates in the United States. The Consulate also works closely with seven honorary consuls in its jurisdiction. The Consulate's staff consists of eleven employees- two posted diplomats, eight locally hired staff members, and a trainee/intern. The Economic team consists of highly motivated professionals, including the Consul General. Each staff member functions with a large degree of independence and is responsible for a part of the Consulate General's collective output.

The Consulate General is looking for a creative, pragmatic, and results-oriented person who takes initiative and is a team player. The successful candidate has a positive attitude and knows how to work well with a variety of colleagues and partners. He or she will understand entrepreneurs and the environment in which they operate, as well as the government and its role in trade and investment.

Furthermore, the successful candidate will be an effective networker with strong analytical skills and a good sense for spotting opportunities and translating them into concrete actions.

Indicative monthly gross salary: $ 6.599,- gross (pay scale 8, step 0, based on 40hrs), depending on education and experience (no rights can be derived from this indication). 401K Plan is offered.

Health/Dental/Vision is provided on a 72%-28% Employer-Employee basis. (pay scale 8, step 0, based on 40 hours). You are entitled to 150 vacation hours and 13 local and/or Dutch public holidays with full pay.

This vacancy is open to internal (local employees and partners of officials posted to a Mission in the US) and external candidates. If a local employee and a partner of an official posted to a Mission are equally qualified, the local employee shall be given priority. Furthermore, if an internal and an external candidate are equally qualified, the internal candidate shall be given priority.

**Asper US Citizenship and Immigration Services (USC/SJ, employers in the US are required to ensure that all employees have the legal right to work in the US. Under US State Department requirements, the embassy and our consulates may only employ, as non-diplomatic staff, persons who are US citizens, US Green Card holders or "A" visa holders.

Description of duties, but not limited to:

o Translating economic policy priorities of the Netherlands in general and the US mission network specifically into creative and actionable strategies for economic cooperation and trade promotion.

o Acting as an enthusiastic, representative, well-informed, service-oriented linking pin between the Netherlands and key players in the six Southern States covered by the Consulate.

o Organizing and promoting concrete activities (e.g. missions, events, etc.) that help to transform opportunities for partnerships into tangible trade and investment.

o Contributing to modern and effective strategic communication about our work and designing public diplomacy activities to support our policy priorities.

o Maintaining an excellent network among private, public and academic players in sectors of responsibility.

o Effectively using tools and (financial) instruments at the disposal of the Consulate to support Netherlands-US economic cooperation.

o Contributing to the one-team approach within the Consulate and within the US mission network, and to promoting diversity and inclusion across the board.

Job requirements

o Academic level (MSc, MBA or similar) in an area relevant to the economic activities of the mission.

o At least 3 years of relevant work experience, preferably in both the public and private sector. Experience in organizing economic missions in a senior role.

o A network, preferably in public and private sector, relevant to the economic mission of the Consulate General.

o Extensive knowledge of Dutch foreign policy, in particular priorities and instruments for the promotion of international trade, as well as American society, business culture, and economic opportunities for the Netherlands.

o An understanding of the multifaceted Dutch-American partnership and knowledge of the American political, economic, and institutional environment.

o Proven track record in trade promotion, ideally in a diplomatic mission. A feeling for the interests of companies and entrepreneurs with international ambitions.

o Fluency in English is a requirement, proficiency in Dutch and/or Spanish is an asset.

Skills

o Ability to speak the language of entrepreneurs, and good understanding of the roles of the various stakeholders involved in economic missions.

o Strong writing and analytical capabilities, including the ability to process large amounts of information and draft concise reports.

o Excellent verbal communication skills with the ability to conduct presentations for larger and diverse audiences.

o A proactive attitude, taking initiative and contributing fresh ideas, translating insights and information into advice, plans, and reports, taking into account policy and financial implications. An interest in working within a network of diplomatic representations and a feeling for the context in which the Consulate General operates.

o Ability to work independently and as part of a diverse team across disciplines; an adaptive attitude, being able to communicate with a wide range of partners and stakeholders.

o Being comfortable in a fast-paced environment with an occasional heavy workload requiring prioritization and flexibility, managing multiple issues with a limited amount of supervision.

About the Consulate General in Miami

The Consulate General of the Netherlands in Miami is a relatively small mission covering economic and consular relations between the Netherlands and six States in the South of the US (Arkansas, Florida, Louisiana, Mississippi, Oklahoma, Texas), Puerto Rico, as well as the Bahamas and a number of Caribbean island states. The team consists of three economic policy officers, three consular officers, a management assistant, an operational manager, the Consul General, and her deputy.

The economic work focuses on selected priority sectors: sports, water (resilience and maritime), mobility, energy transition and life sciences and health. Providing consular services to Dutch citizens in the South of the US forms the second pillar of the Consulate's activities. The Consulate aims to intensify its communication efforts in both the economic and consular field, and is developing public diplomacy initiatives and social media campaigns to this end.

The Consulate General in Miami is part of the missions network of the Netherlands in the US, which consists of the Embassy in Washington and five Consulates General (Atlanta, Chicago, Miami, New York, San Francisco). In addition, the economic network includes three Netherlands Business Support Offices (Houston, Phoenix, Los Angeles), an Innovation Office in Boston and several representations of the Netherlands Foreign Investment Agency (NFIA). Cooperation with the NBSO in Houston and with NFIA colleagues in Atlanta is close and in practice these colleagues form an integral part of the economic team of the Consulate in Miami.

The working environment at the Consulate is informal and colleagues enjoy a large extent of independence and autonomy in fulfilling their duties. Miami is a vibrant city with a strong Latin American vibe. The city's diversity is also reflected in the team at the Consulate. Given Miami's geographic location, relations with the Caribbean Netherlands form an important aspect of the work of the Consulate.
