Position description

Making Cents International seeks a Senior Program Director for the anticipated USAID/Bureau for Democracy, Human Rights, and Governance (DRG) Analytical Services V (AS V) Activity. ASV will provide a range of services–including analysis, assessment, research, training, communications, knowledge management, and rapid-response technical resources and support–to the DRG Bureau, USAID Missions, and other USAID operating units to inform and advance DRG approaches and programming.

This position is contingent upon winning a contract award.

Role and Tasks

The Senior Program Director will provide DRG technical and contract management oversight and guidance. The Senior Program Director will be responsible for developing a unified vision and implementation of the contract; overall day-to-day management of Task Orders; and oversight of all staff, subcontractors, and consultants. The successful candidate must have significant DRG and management experience on global, demand-driven programs. The Senior Program Director will report to Making Cents’ Vice President, DRG and MECLA.

The Senior Program Director will be responsible for the following:

  • Overall technical, strategic, and administrative leadership and expertise on all contract activities, including budgeting, compliance, and reporting;
  • Serving as the primary liaison with USAID’s Contracting Officer’s Representative;
  • Contract administration and coordination across Task Orders;
  • Regular reporting and ongoing activity monitoring consistent with the requirements of USAID/DRG and with internal reporting requirements;
  • Compliance with USAID/DRG, U.S. government, local laws, regulations, policies, and procedures for all Task Orders;
  • Rapid recruitment and hiring of staff and short-term technical assistance for start-up of new Task Orders;
  • Supervising the Research Director, Logistics Manager, and all staff and consultants engaged under Task Orders.

Qualifications

  • PhD with 12 years of relevant experience with DRG research and analysis or MA with 15 years of experience;
  • Experience and technical expertise working in an international development context, focusing on DRG;
  • Experience managing worldwide USAID-funded DRG analytical programs;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Strong demonstrated skills in planning, MEL, and adaptation;
  • Prior experience with local capacity strengthening preferred;
  • Strong interpersonal and communication skills;
  • Prior project leadership experience in the DRG area preferred;
  • Proficiency in French, Spanish, or Arabic preferred.
