Position description

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1.1 billion children and the prevention of more than 18.8 million future deaths.

 

THE ROLE

Gavi is approaching a replenishment year which will be a critical moment to secure the $9 billion required for Gavi’s 6.0 programmes in 2026-2030. Gavi’s next strategic cycle, from 2026–2030, provides a unique opportunity to significantly accelerate its impact – the last opportunity to do so before the deadline to achieve the UN Sustainable Development Goals. By improving access to existing vaccines like rotavirus, measles and human papillomavirus (HPV), while introducing new vaccines against deadly diseases like malaria, dengue and tuberculosis, Gavi can reach the next billion children in half the time.This is the moment where more resources from diverse and sustainable sources are required, and that available financing must be leveraged strategically and efficiently to unlock the greatest level of impact possible. What is needed now is a comprehensive approach to attract, retain, and multiply the financial and business resources of sovereign donors, the private sector, and other development institutions to strategically support countries as Gavi seeks to ensure sustainability in its ambitious immunisation programmes, save lives and safeguard global health security.

 

Under the oversight of the Chief Resource Mobilisation and Growth Officer, the Global Donor Relations Advocacy and Fundraising team leads on (i) driving sovereign fundraising and engagement, including through blended and innovative financial instruments and ambitious new partnerships, in key industrialised markets with a particular focus on Canada, Europe, UK; (ii) building visibility and trust with Gavi through strategic donor relations and campaigning with civil society, parliamentarians and influential voices; and (iii) securing and cultivating support and funding for Gavi’s 6.0 replenishment.

The Senior Donor Manager will help drive and support the development and implementation of the resource mobilisation strategy of the broader department, with a focus on the EU institutions, Belgium and other European donors. 

 

MAIN DUTIES/RESPONSIBILITIES

Develop, lead, and implement resource mobilisation strategies in select markets within the ark Canada-Europe-UK

 

  • In collaboration with the Head, develop and pursue strategies for mobilising significant levels of financial resources and engagement, including innovative financing, from select markets;
  • Create, maintain and cultivate close working relationships with government staff, political decisionmakers and other stakeholders including civil society partners, the private sector, and key influencers to educate them on Gavi, vaccines and immunisations, and any other issues of concern to the Vaccine Alliance;
  • Interact and collaborate with government counterparts, including conceiving of, staffing, and attending events, writing briefings, and hearings and preparation for market visits with Gavi Executives;
  • Work closely with consultants to prioritise and conduct market outreach and jointly monitor and report on legislative and policy activities in select markets, and key related policies developed by Gavi’s Board and Secretariat;
  • Continue to build on Gavi’s role as a respected voice on vaccinations;
  • Work closely with all relevant Gavi teams, including but not limited to media and communications, to jointly build political will and foster support for Gavi in selected markets.

 

Donor and grant management

  • Initiate or project manage grant agreements, renewals and reporting with donor governments, foundations, high net worth individuals, and corporations, including comprehensive plans are in place;
  • Respond to donor requests in a timely manner and communicate issues to Gavi’s management and across the Gavi Secretariat;
  • Draft collateral materials, legislative analysis, position statements, talking points, letters, memos, speeches, and other materials necessary to accurately convey Gavi’s positions and recommendations.
  • Write interim and final narrative reports for grants in accordance with donor requirements.

Strategy building 

  • Working with the Head, run strategic assessments of issues and opportunities driving development and global health policies and agendas in select markets and at the regional and global levels, including: identifying influential constituencies and institutions with whom Gavi should promote increased funding and advocacy for immunisation; and establishing private sector, civil society and influencers’ engagement strategies in cooperation with colleagues in the team and beyond.

 

Strategy implementation 

  • Coordinate Gavi’s overall funding outreach in select markets, including with potential innovative financing mechanisms and private sector funding in collaboration with other team members; 
  • Ensure appropriate level of engagement of Gavi’s CEO and Senior management with donor representatives; 
  • Manage and build Gavi’s relations with government representatives and their staff as well as market level civil society and private sector partners to represent Gavi with these constituents;
  • Build campaigns to ramp up Gavi’s visibility in select markets, working in close partnership with other teams. 

 

Donor relations

  • Respond to donor requests in a timely manner and communicate issues to the Head, and across the Gavi Secretariat, as directed. 

 

Teamwork 

  • With other Senior Donor Managers, contribute to team-wide tasks. Contribute to framing the work objectives of the team for internal and external audiences;
  • Carry out other projects assigned by the Head in accordance with the team objectives.

Qualifications

Academic

  • Master’s degree or equivalent in Business Administration, Economics, Government or Public Affairs, or equivalent professional experience.

Work Experience

  • Minimum 8 years of experience, with management donor portfolio required;
  • Familiarity with political and technical governmental decision-making complexities is necessary;
  • Good understanding of transformations impacting today’s business, industry, and political environment as well as good overview of international development work is essential;
  • Experience of managing multiple projects within a fast-moving environment is required;
  • Experience of engaging with and influencing senior level stakeholders is a must;
  • Demonstrated ability to structure financial instruments and navigate complex funding mechanisms is a plus;
  • Ideal candidate has experience both with private and public sectors

Skills/Competencies

  • Excellent analytical and synthesising capabilities;
  • Entrepreneur spirit, problem-solving skills and result-orientated is a must;
  • Ability to work in a multicultural environment and establish working relationships with multiple teams;
  • Ability to work independently, under pressure, demonstrating initiative and flexibility;
  • Good understanding of Gavi and Gavi strategic objectives or capability and willingness to acquire this knowledge quickly

 

Languages

  • Excellent command of English with proven writing and editing skills is required;
  • Developed command of another European language is highly desirable;
  • Knowledge of French is a plus
