Position description

OBJECTIVES OF THE PROGRAMME

Transformation/strengthening health systems governance in member countries based on the values and principles of primary health care, which include universal health coverage, equity, social justice, right to health, community involvement, and multisectorality and people centeredness. A major objective of the programme is to assist countries in developing national health policies, strategies and plans; shaping public health institutions; strengthening essential public health functions; supporting revising and enacting relevant health legislations; all to ensure access to comprehensive quality health services in an efficient, equitable and sustainable manner. This will be achieved through improved coordination and collaboration among the various units of the Department of UHC/Health Systems and Life Course (UHS) as well as other relevant departments and units.

DESCRIPTION OF DUTIES

  • Provide technical guidance to countries in the development of robust national health policies, programmes and plans related to Health Systems Governance.
  • Advise and collaborate on the development, and evaluation of technical cooperation programmes in the areas of health governance, health policy, health services management supporting universal health coverage.
  • Provide technical guidance to Member States to design the governance arrangements in the health sector to ensure the effective use and access to services.
  • Develop norms and standards for monitoring national universal health coverage policies and strategies.
  • Strengthen national monitoring of policy implementation and ensure the establishment of legal frameworks that promote, enforce and monitor equity, gender and human rights.
  • Promote the development of health information system to monitor health and pharmaceutical services for decision-making purposes.
  • Strengthen health regulations and legal frameworks for universal health coverage that contribute to access, quality and financial risk protection.
  • Build the capacity of the EMR national workforce to exercise effective health systems governance and implement strategies towards achieving UHC.
  • Partner with national authorities, international cooperation agencies, inter-governmental and non-governmental organizations, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected population.
  • Establish mechanisms to empower people and communities in oversight functions and the representation of citizens in health decision-making processes and gender equality.

REQUIRED QUALIFICATIONS

Education

  • Essential: Master's degree in medicine, or public health or health systems or health management.
  • Desirable: Doctoral degree in health system governance/analysis.

Experience

  • Essential: At least 7 years' experience with proven international exposure in the area of health system governance.
  • Desirable: Ideally some work exposure in a developing country context.

Skills

  • Expert knowledge of the health system governance and institution building.
  • Excellent drafting skills to produce reports, policies and documents. Proven ability to manage the work of a team requiring an in-depth understanding of its strategic direction and is able to integrate the work of the team into the assigned work programme.
  • Excellent communication skills to provide expert advice on substantive issues and to defend and explain difficult issues with respect to action plans and WHO's position in health system governance.
  • Ability to demonstrate professional competence and mastery of health system governance; to meet commitments, observe deadlines and achieve results.
  • Sound judgment and decision-making skills to identify the key issues in a complex situation and find solutions to problems and take decisions with an eye to the impact on stakeholders and counterparts and on the Organization.
  • Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team, adapting to diverse educational, socio-political and cultural backgrounds and maintaining ahigh standard of personal conduct.
