Sahel Security Delegate (M/F/D) - International Aid - Fixed-term contract - 40 hours

On a 24-month fixed-term contract, 40 hours per week, to start as soon as possible

Place of assignment:
Unaccompanied position, based in a Sahel country (certainly Burkina Faso)

General context of the project
The Luxembourg Red Cross International Aid (AICRL) asbl works mainly in humanitarian housing in Africa. It is particularly present in the Sahel and more precisely in Niger, Burkina Faso, Mali, Chad and recently Benin. This area is facing a severe humanitarian crisis exacerbated by persistent insecurity. Armed conflicts and intercommunal violence have led to massive population displacements, creating urgent needs for food, drinking water, health care and shelter. Security in the region is threatened by the presence of non-state armed groups, which carry out regular attacks against civilians, security forces and humanitarian workers.

General objective of the position
Under the direction of the designated AICRL worker, the security delegate will support the design, implementation and monitoring of security and safety systems in the countries where AICRL operates in the wider Sahel area (Niger, Mali, Burkina Faso, Chad, Benin and other countries in the area that could be opened by AICRL). As AICRL is part of the Red Cross and Red Crescent Movement, the security delegate will work jointly with the security teams of partner Red Cross societies (host national societies and national societies present). He will also be in correspondence with the representatives of the International Committee of the Red Cross if it is present in the country and will have to integrate the security rules established with it when they exist.

The primary objective of the position is to provide direct support in the countries of intervention to establish security and safety systems according to best practices and contextual analysis. The second objective is to monitor the implementation of these plans, including ensuring that staff members are adequately trained to apply them. The third objective is to support missions to strengthen security and safety management capacities at multiple levels of missions. The last objective is to train staff on occupational health, safety and security rules. The Safety Delegate may also be required to train staff in first aid.

Main responsibilities and tasks
• Support missions in setting up structured systems for analyzing security and safety risks.
• Support missions in establishing adequate internal reporting and communication sharing systems on safety and security for each country (including datasets and other analytical products).
• Support missions, based on risk analysis, in the design, review, implementation and monitoring of security protocols and policies for each mission, basic security rules, contingency plans, proof of life, etc.
• Support missions to ensure adequate follow-up during the deployment phase of security and safety management systems, including the integration of security and safety into HR inductions for new staff.
• Support Heads of Mission and country security personnel to ensure compliance with the country's adopted security and risk management plan.
• Provide technical advice, lessons learned, internal and external tools and methods to missions.
• Assist missions in assessing their security and safety gaps and designing relevant capacity building plans; provide training materials and tools; conduct or assist in training, both remotely and in person (during field visits); assist missions in monitoring the impact of capacity building and conducting follow-up training as required.
• Monitor regional risk management trends and collaborate with other national and international organizations and networks at the regional level to provide technical information and resources to missions.
• Capitalize on experiences and develop ad hoc documents and tools to contribute to security and safety management, strategies and approaches.
• Coordinate necessary applied security measures with the Regional Logistics Coordinator, providing advice on security and safety systems, equipment, tools and suppliers.
• Regular coordination with the Security Advisor on best practices and tool design, review and deployment.
• Participate in security meetings at the Movement level and beyond.
• Raise awareness and train head office and expatriate staff on the subject.
 

Qualifications

Required profile
Education
• University degree at BAC+5 level in security management, risk management or in a relevant field. Additional training in security and risk management is an asset.

Professional experience
• Minimum of 5 years of professional experience in the field of humanitarian security and risk management, preferably with experience in crisis contexts.
• Proven experience in implementing and managing security systems in complex humanitarian environments.
• Experience working with international NGOs is strongly desired.
• Previous experience in the Sahel is an asset.
• Experience as a safety trainer: Fire, First aid, evacuation
• Professional requirements.
• Excellent risk analysis and security management skills
• Ability to design, implement and follow security protocols.
• Training and capacity building skills, including designing training materials and conducting on-the-job safety training.
• Proven communication skills, with the ability to work effectively with multicultural teams and diverse stakeholders.
• Ability to work under pressure and adapt to changing and unstable work environments.
• Strong work ethic and ability to work independently while respecting the policies and procedures of the Red Cross Movement.
LANGUAGES
• French and English are an asset.
