Position description

Panagora Group, a woman-owned, small business providing novel and integrated solutions in global health, international development, and learning, seeks a Senior Manager to support the Communications and Learning practice area.



The Senior Manager, Learning and Communications, will work with the Director to continue to build Panagora’s practice area in terms of supporting the technical development and quality assurance of technical approaches related to the team’s implementation and support of USAID and other international development activities. Specific technical areas include advancing knowledge management (KM) systems and processes; USAID’s collaborating, learning and adapting (CLA) principles; communications strategies and tactics; and applied learning from data analysis and other data sharing and sources.


Specific responsibilities include:

Design and implement effective learning and communications activities; in collaboration with other Learning and Communications team members, work with activity offices to scope and implement appropriate and effective knowledge capture, sharing, and applied learning activities.

Support development of KM, communications, and learning plan strategies across activity offices, delivering short-term technical assistance as needed.

Support broader team efforts to promote KM-based platforms, including identifying and implementing tools to advance KM within activity offices and across Panagora’s global platforms.

Ensure requirements, lessons learned, and best practices for products, strategies, events, and other KMC activities are clear, documented, and meet Panagora’s quality standards.

Engage partners and learning champions to advance Panagora’s thought leadership and technical innovations, including identifying and contributing to new business development.

Fulfill other needs as required, such as possible staff supervision and project management support.


Minimum of a Master’s degree in areas such as international relations, political science, international development, communications, knowledge or information management, information systems, or related subjects.


Must have at least eight (8) years of progressively more responsible experience converting information and data into applied knowledge and learning products, including using data to communicate complex analysis.

Experience working with both technical and non-technical audiences and with bridging communications gaps between groups.

Demonstrated interest in and capacity to deliver knowledge management and/or organizational learning programs. Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through project learning platforms and activities.

Demonstrated interest and experience in international development, especially USAID programs; overseas experience strongly preferred.

Excellent facilitation, program/activity management, and written and oral communication skills; new business proposal development experience strongly preferred.

Demonstrated experience in developing, applying and supporting successful knowledge management and organizational learning practices, processes, and policies within a complex organizational setting.

Demonstrated understanding of the USAID CLA framework and how it relates to USAID programming including strategy development, project design, implementation, evaluation, and monitoring.

Demonstrated experience working in developing country or international contexts, taking into account differences in culture, language, access to resources, and other factors.


​A successful candidate must have strong project management, organizational development, analytical, strategic planning, interpersonal, facilitation, collaboration, and oral/written communication skills. The Senior Manager, Learning and Communications, must be reliable, able to adapt, work well on a team, and able to work well under time constraints in complex environments. Computer proficiency is required and must include applied knowledge of KM and USAID standard business applications. 


Knowledge of MS Office products, Google Suite, project management software and tools, required. Knowledge of graphic software such as Adobe Creative Suite or ARC GIS, project management tools, desired.


Candidates must be comfortable with digital technologies, including social media, WebEx and webinar management tools, the various Google services suite, and other recent and new digital platforms. Experience supporting or training others how to use such platforms, a plus.​
