Position description

Mennonite Economic Development Associates (MEDA) is recruiting for a Director, Finance - Global Programs to join our Finance team.

The Director Finance – Global Programs provides financial oversight to all MEDA international programs and activities. The role is responsible for all aspects of global programs financial management including proposal development, budget preparation, financial management oversight and financial reporting of all MEDA’s international based development programs. The incumbent will be called on to establish financial systems, financial policies, and internal controls over new programs. The Director of Finance- Global Programs, helps to ensure the overall success of MEDA’s finance and accounting functions and supervises the team of HQ Project Finance Managers. The role is a full-time permanent position based in North America. The position includes regular international travel to developing countries.

Global Programs Finance Policies and Systems (30%)
• Establish and monitor Sage 300 (ACCPAC) based accounting or other similar financial accounting systems to support MEDA international programs
• Implement financial policies and internal control systems that ensure compliance with donor policies and to mitigate financial risks
• Manage the finance aspects of new project start-up of operations as per HQ best practices and guidelines for finance systems and management
• Ensure resolution and negotiation of financial issues with donor agencies
• Ensure Annual review and ongoing support of finance policies and procedures for international projects
• Address and resolve any financial internal control weaknesses from audits

Global Programs Financial Reporting (30%)
• Ensure preparation of international program invoices and funding transfers to international projects
• Ensure accurate and timely preparation of account reconciliations, journal entries and records
• Provide analysis of costs charged to programs and review of financial claims from partner agencies
• Provide financial information and documents to external auditors

• Provide additional accounting support as required

Training/Capacity Building (15%)
• Manage and contribute to the work of the MEDA North American based Finance team
• Ensure timely and effective training of project-based accounting staff
• Ensure provision of financial analyses and reports to MEDA project managers and donors
• Support the international offices in the preparation of accurate program financial statements

Supporting Proposal Budgets (15%)
• Provide proposal development and support
• Ensure preparation of budgets and financial templates for use in donor proposals and contracts
• Review the financial terms in contracts for sub-awards per MEDA finance guidelines

Staff Management (10%)
• Manage the MEDA North American based International Finance team, ensuring collaborative and supportive relationships between the International Finance team, HQ Programs Managers, Country Directors and Country Project Managers and Country and Project Finance focal points
• Performance of staff management and leadership functions as applicable according to MEDA policies, procedures and values
• Contribute to a healthy culture and work environment for staff team

Any other responsibilities as assigned.



Education: University degree in Finance, Accounting or related field and an Accredited Professional Accounting Program designation

Education: Minimum 10 years’ experience in accounting or related field. 5 years’ experience in financial management of government awards (Global Affairs Canada, United States Agency for International Development)

Technical: Working knowledge of Sage 300 (ACCPAC) or similar financial systems and experience with multiple technology solutions for financial management



  • Appreciation and support of MEDA’s mission, vision and values

  • Familiarity with bi and multi-lateral governmental agencies, donors, non-governmental organizations and other development agencies
  • Team player with excellent skills in building and maintaining relationships and networking
  • Excellent verbal and written communication skills
  • Experience in implementing process improvements through technology (financial systems, databases, data visualization, Excel, etc.)
  • Ability and willingness for significant international travel, up to 60-90 days per year
