Senior Fellow for Future Conflict and Cyber Security
The International Institute for Strategic Studies (IISS), the leading authority on global security, defence and conflict issues, intends to appoint a Senior Fellow for Future Conflict and Cyber Security with a particular focus on how developments in the cyber domain and in related technologies shape the future character of conflict and the conduct of statecraft, to be based either in London or in the IISS–Americas office in Washington, DC.
The Future Conflict and Cyber Security programme seeks to assess the cyber capabilities and strategies of states and major non-state actors and to analyse the ways in which the evolution of cyber capabilities and related technologies such as Artificial Intelligence (AI) and their adoption by these actors will influence the character of conflict, including armed conflict and the projection and exercise of power. The programme comprises research, para-diplomatic activity and conference organisation.
The Senior Fellow will direct – and personally undertake – authoritative research on any of the following fields: assessment of the cyber capacities and strategies of strategically relevant states and non-state groups; the interaction between the US, Russia and China in cyberspace, space and the nuclear domain and the degree to which such interaction will shape normative global behaviour; international diplomacy relating to the development of norms of conduct for responsible state behaviour in the cyber domain; the evolution of global cyber governance; the challenges posed by criminal and terrorist use of the cyber domain; and relations between states and the private sector. The Senior Fellow will guide and coordinate the activities of two Consulting Senior Fellows and other staff as project funding becomes available.
The Senior Fellow will be an established expert in the field of cyber security with a strong record of research, publications, para-diplomatic and conference activities. He or she will be expected to lead a programme of innovative research and to undertake fund-raising to that end. Salary will reflect experience. The IISS provides a full employment package.
