Unit Job Summary
Reporting to the Assistant Vice President for Student Life, the Director of the Office of International Affairs provides strategic and visionary leadership to an office of eleven that serves as the comprehensive policy, programming, and resource center for all matters that impact the lives of international students, scholars, employees, their families, and their academic and administrative units at the University of Chicago.
Principal Duties and Responsibilities
Provides leadership to the Office of International Affairs. Oversees and administers all aspects of immigration-related services including advisement, processing, documentation, and record-keeping for all statuses in the University including students, staff, faculty, postdoctoral scholars and fellows, and other members of the international community.
The Director leads strategic planning for the office, including setting goals, objectives, and standards. Supervises and provides guidance to senior office staff. Develops metrics to measure quality of services provided and initiates corrective action plans as needed. Creates and manages the office budget. Oversees the development and implementation of orientation and acculturation programs and activities and of training programs for staff and faculty in the University.
Responsible for the University's compliance with immigration requirements such as certification by the U.S. Department of Homeland Security, designation by the U.S. Department of State, compliance with labor law as it applies in an immigration context as well as regulations pertaining to deemed export rules. Serves as the Primary Designated School Official (U.S. Department of Homeland Security) and Responsible Officer (U.S. Department of State) for the University. Collaborates closely with the Office of Legal Counsel, with Human Resources and Employee and Labor Relations, and with all academic areas and with offices across the University.
The Director keeps abreast of changes and proposed changes in legislation, regulations, and procedures and evaluates potential impact on the University, individual units, international students, staff, faculty, and others. Provides expert advice to University units, faculty, other academic appointees and staff on regulations and procedures of the U.S. Department of Labor, the Illinois Department of Employment Security, the Department of State, and the relevant agencies within the Department of Homeland Security (U.S. Customs and Border Protection, U.S. Citizenship and Immigration Services, and Immigration and Customs Enforcement). Coordinates the development and implementation of immigration-related policies and procedures across the University. Coordinates response and subsequent follow-up to emerging situations both domestically and abroad impacting the community. Maintains relationships with peers at other institutions, as well as U.S. government agencies and offices, and troubleshoots with these entities in particularly difficult cases.
Master's degree required, Ph.D. or terminal degree preferred.
U.S. citizenship or permanent residence required by federal regulations.
A minimum of seven years of related work experience at a complex research institution of higher education required. Significant experience and thorough knowledge of U.S Immigration policies and issues within a higher education context are also required. Experience working with and having an understanding of international students and scholars is essential. Technical expertise with SEVIS and/or other platforms tracking immigration-related data is required. Substantive experience working and/or living abroad preferred.
Supervisory and budget management experience, along with an understanding of information systems that support the Office are necessary. Strategic leadership and planning experience is essential. The successful candidate will also possess the ability to work independently with a high degree of initiative.
