Position description

Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

Proposal Objective: 

USAID seeks to conduct a variety of multi-country research and technical support activities pertinent to the Middle East and North Africa to address the most pressing issues in the education sector. In particular, research will: 1. Investigate ways to mitigate the effects of the various ongoing crises in the region and their impact on the education sector; in addition to supporting ongoing programmatic technical needs to improve the quality and relevance of education in the region; 2. Gather relevant and updated information and develop durable solutions that increase both equitable access to and quality of safe education opportunities for all children and youth affected by the crisis or in vulnerable circumstances; 3. Support strategic thinking for professional development and programming, and develop and train USAID staff and partners on demanded technical support needs. The period of performance is four years.

Position Description:

Social Impact is seeking a Program Manager/Senior Education Advisor to provide overall technical and administrative leadership and expertise for the Project. This person will serve as a core team member on a full-time basis throughout the duration of the project, working primarily in Washington, D.C., and performing field research in the Middle East and North Africa regions, which may include Egypt, Jordan, Lebanon, Morocco, Tunisia, Yemen, Iraq and West Bank and Gaza.

Responsibilities: 

  • Serve as the primary liaison with the USAID/ME Bureau on management and technical matters.

  • Serve as overall manager of the project’s implementation.

  • Supervise activity implementation and ensure the activity meets stated goals, outcomes, benchmarks, and reporting requirements.

  • Act in a leadership role in coordination among USAID and key stakeholders.

  • Provide technical oversight and guidance for the project’s research, assessment, analytical, and training activities.

Qualifications

  • Master’s Degree or higher in the field of education, international relations, other social sciences, or a similar relevant field required.

  • At least 15 years of experience in a relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this activity, eight of which in technical positions, are required.

  • At least four years’ experience in a management/leadership position, including two years’ experience in crisis or conflict-affected environments.

  • At least eight years’ experience with technical or operational issues related to a mix of education and development work.

  • Experience in the education sector in the Middle East is preferable.

  • A specialized degree, with a focus in international development education is preferred but not required.

  • Familiar with USAID rules and regulations.

  • Fluency in spoken and written English is required; Proficiency in French or Arabic is desirable.
