We are seeking a D.C.-based International Recruiter who will primarily be responsible for the full life cycle recruitment of international staff for proposals and active projects. This position will play a key role in identifying and pipelining high-level technical experts in ACDI/VOCA global practice areas and will contribute to the development of recruitment best practices, tools, and methods.
Primary activities include but are not limited to: collaborate with staff in PMI to ensure that recruitment activities are being completed through each of the proposal stages of early positioning, reconnaissance, preparation, and submission; complete personnel documents, furnish CVs and cameos, and write narratives as required for proposals; lead complex recruitment assignments that require creative application of social media, networking, and referrals to identify competitive candidates; manage candidates seamlessly through the interview and offer process and capture feedback and communications in the ATS; negotiating compensation in accordance with ACDI/VOCA policies; initiate relationships and build networks with staff and potential candidates for critical positions and talent rosters.
In addition, this position will review and analyze the personnel documentation received from the partners and subcontractors for the compliance, content, and format. They will periodically assess the efficiency and effectiveness of the recruitment process through performance analytics, staff feedback, and changing donor trends. Additionally they will represent the organization at recruitment fairs and other functions where potential candidates are located.
Minimum Qualifications require a Bachelor’s degree in Business, International Relations, Public Administration or other related field. A minimum of six years of relevant recruitment experience, with at least four years in International Development and working knowledge of USAID rules and regulations, required. Proven methodology for getting hard to source candidates and identifying local talent in low resources setting. Additional experience working with an Applicant Tracking System desired. Excellent organizational skills, with the ability to undertake multiple tasks under tight deadlines. Fluency in English is required. Professional proficiency in Spanish is highly desired. The ability and willingness to travel internationally is required.
