Position description

The goal of the five-year Program for Educational Development of Equatorial Guinea (PRODEGE 2014-2019) is to strengthen the educational system of the country, concentrating on the quality of primary and junior secondary education. It is a five-year, $50 million initiative co-funded by the Government of Equatorial Guinea and the Kosmos Energy/Trident Corporations (formally Hess-EG). FHI 360 manages and implements the program as agreed to by the funders and in close coordination with the Ministry of Education. The program focuses on three main areas of intervention: 1) expand and strengthen the active learning methodology in pre-primary and primary schools and in in-service teacher training; 2) introduce the active learning methodology to junior secondary school directors and teachers through professional development activities; and 3) build the institutional capacity of the Ministry of Education to manage and sustain a quality education system. Mid-way through the project, PRODEGE works with all 4,378 primary school teachers as well as 2,836 preschool teachers in the country. Activities are implemented in large workshops and at the district and school levels. PRODEGE is just launching a nation-wide two-year upgrading program for 1,500 preschool and primary school teachers who lack certification. The program with 137 public junior secondary schools is in its early stages. The PRODEGE staff has six international positions and 55 national positions; 43 staff members are in Bata and 12 in Malabo.

The Advance Program strengthens the capacity of select two- and three-year technical tertiary institutions, providing market-relevant, quality training to disadvantaged youth in Guatemala, Honduras, and Jamaica. From 2015-2020, FHI 360 will strengthen degree programs in selected academic institutions in five key areas: curriculum design and pedagogy, teacher professional development, career services, admissions and recruitment, and scholarships. 

The Secondary Education Quality Improvement Program, funded by MCC, is a 3-year (2017-2020) project to improve the quality and relevance of lower secondary education in Guatemala. In partnership with the Government of Guatemala’s National Competitiveness Program (PRONACOM) and the Ministry of Education, FHI 360 will work in five provinces. The program improves education quality in three key areas: (1) strengthening teacher training and professional development programs; (2) developing education networks of teachers, parents, students, and community members, and (3) building institutional capacity of the Ministry of Education in evidence-based decision-making to help sustain the reforms. 

The Global Education department seeks a Program Officer I to provide technical, operational and program management support to the projects in the post-primary education technical area. The position will primarily support the PRODEGE project management team in Washington by providing technical, communications and administrative support for effective and efficient project implementation (approximately 80%). The position may also support the Advance Program funded by USAID and Guatemala Secondary Quality Improvement Program funded by MCC, and other projects as needed, along with contributing to business development efforts for the Post-Primary Education team (approximately 20%). She/he reports to the Project Manager for PRODEGE.



Program Technical and Communications Support for PRODEGE:

  • Works with the Project Manager to prepare specific project communications pieces, plan events and meetings, and prepare presentations on the project.
  • Works directly with project manager to compile information for project reports and publications. Reviews and provides input for Project Quarterly Report. Drafts PRODEGE section for the post-primary team Quarterly Report. 
  • Supports both home and field office teams by developing and helping teams to maintain standards for logo use. Assists with developing templates for publications and communications pieces.
  • Assists both home and field offices with publication production processes including procurement of graphic design, editing and printing services; coordination with designers, editors, printers, and field staff to ensure quality of production services.
  • Researches and presents specific technical topics to provide background information to both field and home office teams.
  • Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners as needed.
  • Coordinating with the Project Manager and Project Director, establishes and maintains a knowledge management system of all final products for the project.  Proposes a design for compiling all products for delivery to the local counterparts upon project completion. 
  • Assists with regular reviews and updates to project web site(s), SharePoint site(s), and other communications materials.

Program Management and Operations Support for PRODEGE and other post-primary education team projects:

  • Assists with the recruitment and hiring of consultants. This includes development, coordination and posting of scopes of work, coordinating consultant selection processes in compliance with FHI 360 polices, obtaining contract management services (CMS) approval and issuing consultant agreements. The Program Officer may also support the travel and logistics and processing consultant invoices when needed.
  • Provide project management support to teams in the field by liaising with internal Enterprise Services departments to procure goods and services, coordinate travel, process vendor invoices and payments, track project spending, support human resources processes, and provide general troubleshooting as needed. 
  • Support knowledge management of project documents, both electronically (SharePoint) and hard copies, in accordance with FHI 360 policy.
  • Maintains proper filing systems, both electronic and hard copies, in accordance with FHI 360 policy.

Business Development Support for post-primary education team

  • Assist with business development efforts and proposals, including gathering data and background information, drafting proposal sections, formatting and editing proposal documents, and other related tasks. 
  • Perform other job-related duties as assigned.

  • Bachelor’s Degree or its international equivalent in international affairs, political science, sociology, education, or other field related to international/human development.
  • 2- 5 years of experience with international programs and/or NGOs, US government rules and regulations preferred.
  • Experience managing complex tasks within fixed timeframes.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff. Strong writing skills required.
  • Must be able to read, write, and speak fluent English and have a high proficiency level of Spanish.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred.
  • Proficiency with Microsoft Office Suite.
