Position description

Under the direction of the director of research and investigations, the researcher will:

  • Research, document, and expose mass atrocities and other violations of human rights in Syria and Yemen through the systematic collection and analysis of Arabic-language open-source research on attacks on health care in Syria and Yemen, and the collection and analysis of eyewitness accounts and other field sources;
  • Write timely, well-substantiated, objective, and compelling materials (reports, issue briefs, policy papers) on human rights and humanitarian law violations. Such reports should conform to PHR research methodology, maintain confidentiality, and safeguard research data and forensic evidence;
  • Write additional communications materials (press releases, briefing papers, opinion pieces, blogs, correspondence with governmental and inter-governmental agencies) stemming from research findings;
  • Represent PHR, specifically PHR’s Syria and Yemen work, with external audiences, including the media, partner organizations, and advocacy targets;
  • In coordination with the full MENA team, identify advocacy opportunities and work with advocacy, partnership, and communications staff to develop and implement advocacy and media strategies;
  • Collaborate closely with other research and investigations staff in analyzing trends in data;
  • Support the research and investigations director in coordinating the work of the MENA team, with a view to streamlining research output, ensuring methodological adherence, and maintaining the integrity of a database containing sensitive human rights data;
  • Liaise effectively and professionally with domestic and international human rights groups and defenders in PHR’s network as directed;
  • Coordinate the training and supervision of research and investigations interns, including the review of research produced;
  • Respond promptly to queries and requests for information from PHR colleagues and external parties where appropriate;
  • Work closely with the finance department to manage and track programmatic expenditures, including building budgets for grants, submitting purchase orders, and administering reimbursements;
  • Work with the development team to provide subject matter input into grant proposals;
  • Facilitate the hiring of independent contractors and ensure fees are paid in a timely manner;
  • On occasion, travel domestically and overseas as required in relation to research or advocacy work or to attend meetings;
  • Assist with other research and programmatic support as needed.


  • Bachelor’s degree required, advanced degree desirable;
  • Fluency in spoken and written Arabic required;
  • At least four years demonstrated research, analytical, and writing experience;
  • Prior experience working with traumatic material recommended;
  • Previous media and public speaking experience required;
  • Experience with directly or indirectly supervising staff preferred;
  • Strong interest in and commitment to human rights principles and values;
  • Interest in and knowledge of international humanitarian law a plus;
  • Knowledge of the Syrian or Yemen conflicts required;
  • Exceptional analytical, writing, and verbal skills;
  • Outstanding organizational skills, attention to detail and follow-through a must;
  • Proficiency with Excel and PowerPoint;
  • Energetic self-starter and proven ability to work effectively under pressure;
  • A strong team player who demonstrates excellent interpersonal skills, maturity, creativity, flexibility, passion for the program mission, patience, and a good sense of humor;
  • Demonstrated commitment to cultural competency and comfortable working with people from diverse backgrounds and experiences;
  • Demonstrated ability to work collaboratively, effectively, and professionally with multiple stakeholders and organizations.
