This position is located in the Security Council Subsidiary Organs Branch (SCSOB), Security Council Affairs Division (SCAD), Department of Political Affairs (DPA) in New York. Under the overall supervision of the Chief of the Security Council Subsidiary Organs Branch (SCSOB) of the Security Council Affairs Division (SCAD), the incumbent reports directly to a Senior Political Affairs Officer. SCSOB provides support to subsidiary bodies established by the Security Council, particularly sanctions committees and groups/panels of experts who assist them in overseeing sanctions regimes. The incumbent will provide substantive and administrative support to the Sanctions Committee established pursuant to resolution 1970 (2011) concerning Libya and its Panel of Experts.
Within delegated authority, the incumbent will be responsible for the following duties:
- Reviews and monitors activities on the agendas of the Security Council and its subsidiary bodies related to the maintenance of international peace and security and assesses trends which might affect the political situation and the political impact of intra-regional issues such as sanctions, refugees, drug control and natural resources.
- Analyses political and related events on the agenda of the Security Council with a view to providing early warning advice to the ASG/USG or other senior officials.
- Prepares analytical reports and summaries on sensitive and high profile matters of concern to the Security Council and its subsidiary bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
- Participates in the organization and supervision of Secretariat services required by the Security Council, including sanctions committees and other subsidiary bodies related to its work.
- Monitors national and regional level political developments that could become a threat to international peace and security.
- Provides technical and substantive back up in the implementation of mandates of the Security Council.
- Arranges and participates in missions of the Security Council and its subsidiary bodies away from Headquarters.
- Meets regularly with operational teams including UN staff, Members of the Security Council and Panels of Experts to brief them on the procedures, practices and working methods of the Council and its subsidiary organs.
- Provides up-to-date information to senior officials regarding substantive political matters related to the maintenance of international peace and security and makes recommendations on actions to take.
- Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
- Performs other related duties as required.
Knowledge of the policies, procedures and practices of the Security Council. Ability to organize and summarize information required for the preparation of relevant documentation for the Security Council and its subsidiary bodies. Ability to identify and analyze political, ethnic, racial, social and economic problems that cause civil unrest in a country or geographic area. Advanced University degree (Master's degree or equivalent degree) in Political Science, International Relations, International Economics, Law, Public Administration or a related field. A first level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience providing substantive support to intergovernmental bodies is desirable. Experience in the provision of substantive support to the Security Council or its subsidiary organs is desirable. Experience in political analysis related to North Africa or the Middle-East is desirable.
English and French are the working languages of the United Nations. For this post advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This post is approved as part of a Special Political Mission (Panel of Experts on Libya) and is funded for a finite period of one year. Appointment or assignment, or the renewal thereof, is subject to the extension of the mandate and the availability of funds.
