Position description

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Charlottesville, VA 22911.

Responsibilities

  • Serve as an intelligence analyst, with responsibility for the production of finished Scientific and Technical Intelligence (S and TI) products, including overall capabilities assessments of target tracking and target acquisition systems.
  • With supervision determines the characteristics and performance parameters of current foreign military air defense systems.
  • Will use intelligence data, scientific principles, and engineering knowledge to develop an assessment of a foreign nation?s military intentions and the capabilities, limitations, and vulnerabilities of their military systems or processes.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. THIS IS A DEVELOPMENTAL POSITION HIRING AT THE GG-09 LEVEL ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE GG-13 LEVEL. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.

NOTE: Current Department of Army employees at the full performance level of this series will be excluded for consideration for this position.

One year of specialized experience equivalent to the GG/GS-07 grade level in the Federal service which is defined as experience applying knowledge of the principles, concepts, and techniques to conduct Science and Technical Intelligence (S&TI) research and analysis to produce targeted S&TI lntelligence projects. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

OR

Successful completion of a Closely Related (CR)* Master's Degree; OR a Non-Closely Related Master's Degree including 15 specialized semester hours or 22 specialized quarter hours; OR a Law Degree (LLB or JD) including 15 specialized semester hours or 22 specialized quarter hours. *Closely Related Degrees: Cartography, Demography, Economics, Foreign Affairs, Foreign Area Studies, Geography, History, International Law, International Relations, Law, Military Science, Psychology, Physical/Chemical Science, Political Science, Social or Cultural Anthropology, Sociology. (Note: You must attach a copy of your transcripts.)

OR

Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
