HIAS seeks a Director, Resilience Programs to oversee its global refugee relief and recovery portfolio which focuses on supporting refugees after the immediate shock of displacement and building their resilience through community-based support structures. Empowering refugees to develop resilience and enjoy their fundamental social and economic rights, the Director leads efforts to integrate best practice and ensure that programs are evidence-based, results-oriented, and fully accountable to a diversity of affected populations. With a focus on emergency response and community-based mental health and psychosocial support, this role acts as a conduit for communicating global standards and change initiatives to the field, providing remote and on-site training and technical guidance. Reporting to the Associate VP, Program Planning and Management, and working closely with HIAS’ Regional Directors, Country Directors and other field staff and partners, the Director, Resilience Programs, provides technical assistance and builds capacity of field and HQ staff, ensuring systems are in place to monitor relevant programs, develop robust program proposals, and build HIAS’ global profile in the sector.
- Develops, implements and monitors programs in line with HIAS’ refugee rights impact framework, including: (1) providing urgent assistance for recently displaced populations (including orientation, short-term shelter support, food assistance and NFIs); and (2) community-based, faith-sensitive mental health and psychosocial (CBMHPSS) programming, facilitating families and communities to support and care for refugees in ways that lead to recovery and resilience.
- Provides technical assistance to HQ and globally-based field staff on programs that promote the rights of recently displaced populations and bring about transformation in ways that strengthen collective structures using culturally- and faith-sensitive approaches.
- Ensures that programming reflects refugee needs and protection priorities.
- Provides capacity building and training to HIAS’ field-based staff, including through the development of a HIAS-wide Community of Practice.
- Coordinates regularly with Regional and Country Directors, as well as relevant local staff to support, monitor and report on programming, identifying capacity gaps and designing appropriate interventions.
- Works with M&E and communications staff to communicate impact of resilience programming
- Identifies new donors to HIAS and develop high quality proposals in refugee relief and recovery
- Designs and supports set-up of resilience initiatives with an understanding of gender and broader protection implications.
- Supports the application of international standards and guidance across HIAS programs globally, including those relating to emergency response and community-based, faith-sensitive MHPSS
- Contributes to HIAS’ advocacy to ensure public policy and legal frameworks permit refugees access to urgent, basic protection and build resilience following the immediate shock of displacement.
- Supports HIAS to meaningfully engage relevant policy fora, contributing to global dialogue, learning and advocacy.
- Graduate degree in relevant field.
- A minimum of 10 years designing, implementing, monitoring and evaluating refugee emergency response and community-based, faith-sensitive MHPSS programs.
- A minimum of 5 years of field-based experience, particularly in Africa or Latin America, preferred.
- Extensive experience designing and implementing innovative refugee emergency response and community-based, faith-sensitive MHPSS programming.
- Fluency in English; French or Spanish language skills preferred.
- Ability to travel up to 25% of the time, as needed.
- Must be a collaborative team player with the ability to think creatively, logically and critically about solutions to gaps in refugee emergency response and community-based, faith-sensitive MHPSS programs.
- Excellent interpersonal, written and oral communication skills, including the ability to motivate and support field-based staff as well as effectively communicate key program achievements and operational challenges to HQ
- Excellent organizational and problem-solving skills required.
