Position description

The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his strategic vision for the Organisation. Led by the Special Counsellor to the OECD Secretary-General, Chief of Staff and Sherpa, and the Deputy Chief of Staff, the OSG works to add relevance and impact to the core products of the Organisation.

 

These are to ensure that it remains on the cutting edge of policy analysis; to foster horizontality among the different parts of the Organisation and ensure coherence and whole-of-government perspectives; deliver timely and targeted policy advice to members and stakeholders; and supervise, in co-ordination with the Deputy Secretaries General, the work of the Organisation. In order to be at the forefront of policy developments and to support reform processes in member and partner countries, OSG oversees the New Approaches to Economic Challenges (NAEC), Strategic foresight and Inclusive Growth initiatives and also houses the Sherpa Unit. OSG is also at the forefront of the Organisation's outreach strategy, leading and monitoring accession processes as well as co-operation with Key Partners and non-member countries.

 

OSG is looking for a Young Professional to assist in delivering the work programme and also work related to the overall OECD strategic agenda. (S)he will report directly to the Chief of Staff and Sherpa and the Deputy Chief of Staff.

 

The successful candidate will  support the team in delivering the Secretary-General's strategic objectives, and assist in the preparation of the official functions of the Secretary-General with key stakeholders both in Paris and on official visits.  

 

Main Responsibilities

 

Analysis and Drafting

  • Assist in preparing briefings, talking points and speeches for the Secretary-General, ensuring that key strategic issues are covered and messages are transmitted
  • Make a first quality assessment of related inputs from directorates and revise the substance, length and syntax as necessary
  • Provide inputs to strategic and analytical papers and articles and support with the substantive contributions of the Organisation
  • Revise the substance and consolidate input received from directorates, prepare speeches, remarks and statements
  • Keep abreast of developments within OECD and the global political and economic agenda.

Liaison with Directorates and Delegations

  • Engage with a talented, highly committed team of professional staff, in a vibrant, fast-paced environment
  • Assist in advancing the work of the Office of the Secretary General, helping to manage some of its activities in coordination with relevant directorates
  • Liaise with staff in directorates to assist them in preparing for events as needed
  • Liaise with delegations and embassies to coordinate specific elements of the agenda of the SG’s missions and to ensure optimal preparation and content of the programme for official visits.   

Qualifications

Academic Background

  • Advanced university degree in Economics, International Relations, Political Science, Public Policy or Public Administration.

Professional Background

  • Previous relevant experience in dealing with multilateral questions and co-ordinating complex projects involving high-level stakeholders, in a national administration or international organisation.

Languages

  • An excellent written and oral command of both of the official languages of the OECD (English and French). Knowledge of other languages would be an asset.

Contract Duration

Two-year fixed term appointment, with the possibility of renewal.

Starting Date: September 2019

What the OECD Offers

  • Depending on level of experience, monthly base salary starts at 4,561.74 EUR, exempt of French income tax, plus allowances based on eligibility.
