Background:

UNICEF is implementing an increasing number of education activities in Abkhazia. These include currently 1) a training program for teachers, head teachers, school directors, university teachers and education specialists focusing on student-centered instruction methodologies and life skills, 2) advocacy and capacity building on mother tongue based multilingual education (MTB MLE), as well as 3) an informal education programme to promote social participation and skills development of youth. To support the further development, implementation, monitoring and evaluation of these activities, UNICEF' Sukhumi Field Office seeks to recruit a local Education Support Assistant on Special Service Agreement (SSA) for two weeks per month for a period of 8 months (16 weeks in total).

Duration:

Initial duration of the SSA contract is 8 months. The envisaged start date for the contract is 17 December 2018.

Scope of work:

Under the direct supervision of the Education Assistant (NOA) of the Sukhumi Field Office and the second level supervision of the Chief of the Field Office – as well as in close cooperation with other staff members of the Field Office, the Education Team in the Country Office and relevant international education consultants – the Education Assistant will support the development, implementation, monitoring and evaluation of the Sukhumi Field Office's  education program.

The overall objective of UNICEF's education program in Abkhazia is to assist in improving the quality of general education in Abkhazia in accordance with the findings and recommendations of the joint analysis of general education in Abkhazia carried out by UNICEF and the education authorities in Abkhazia in early 2015.

Duties and responsibilities:

The Education Assistant will regularly fulfil the following duties and responsibilities:

  • Provide support to the Education Assistant, the international Education Consultant and the Chief of Field Office in the planning, preparation, implementation, monitoring and evaluation of the Sukhumi Field Office's education activities; amongst others, make appointments with relevant partners; prepare, accompany and take notes during meetings, prepare and assist during trainings, round tables, workshops and other events, write summaries reports on such events, participate in the evaluation of activity results, and provide input, as necessary, to the further development of UNICEF's education activities in Abkhazia and various draft documents;
  • Engage in research on specific topics related to education and provide background information/papers/reports to UNICEF;
  • Monitor, document and report on the activities of UNICEF's implementing partners and their impact in the field of education in Abkhazia;
  • Support the coordination of UNICEF activities in the field of education with the activities of UNICEF's implementing partners, other international organizations and NGOs;
  • Establish and maintain close contacts with stakeholders in Abkhazia (representatives of relevant authorities, NGOs, local communities etc.) in the field of education;
  • Establish and maintain close contacts with relevant UNICEF colleagues and offices outside Abkhazia;
  • Provide English translation for consultants;
  • Fulfil other duties and responsibilities as requested by the Education Assistant, the Chief of Field Office and/or the international Education Consultant.

Tasks

 Task 1: Provide support to the Education Assistant, the international Education Consultants and the Chief of Field Office in the planning, preparation, implementation, monitoring and evaluation of the Sukhumi Field Office's education activities; amongst others, make appointments with relevant partners; prepare, accompany and take notes during meetings, prepare and assist during trainings, round tables, workshops and other events, write summaries reports on such events, participate in the evaluation of activity results, and provide input, as necessary, to the further development of UNICEF's education activities in Abkhazia and various draft documents.

Timeframe, mode of service: Continuously throughout the contract period

Deliverables: Regular and quality support is provided to the planning, preparation, implementation, monitoring and evaluation of the Sukhumi Field Office's education activities, and quality input made to various draft documents.

Task 2: Engage in research on specific topics related to education and provide background information/papers/reports to UNICEF.

Timeframe, mode of service: When requested

Deliverables: Quality reports/papers/background information documents on various issues related to education are produced and shared with the consultant and relevant UNICEF staff.

Task 3: Monitor, document and report on the activities of UNICEF's implementing partners in the field of education in Abkhazia.

Timeframe, mode of service: Continuously

Deliverables: Regular updates and short analytical reports to the Chief of Sukhumi Field Office, international Education Consultant and Education Officer (NOA) on activities of UNICEF's implementing partners.

Task 4: Support the coordination of UNICEF activities in the field of education with the activities of UNICEF's implementing partners, other international organizations and NGOs.

Timeframe, mode of service: Continuously

Deliverables: Smooth coordination of UNICEF activities with relevant programme staff of UNICEF implementing partners, other international organizations and NGOs. 

Task 5: Establish and maintain close contacts with stakeholders in Abkhazia (representatives of relevant authorities, NGOs, local communities etc.) in the field of education.

Timeframe, mode of service: Continuously

Deliverables: Smooth cooperation and coordination of UNICEF activities with technical/programme staff of relevant authorities and other stakeholders in Abkhazia.

Task 6: Establish and maintain close contacts with stakeholders in Abkhazia (representatives of relevant authorities, NGOs, local communities etc.) in the field of education.

Establish and maintain close contacts with relevant UNICEF colleagues and offices outside Abkhazia.

Timeframe, mode of service: Continuously

Deliverables: Smooth cooperation and coordination of activities with relevant UNICEF colleagues and offices outside Abkhazia.

Task 7: Fulfil other duties and responsibilities as requested by the Chief of UNICEF's Sukhumi Field Office or the international Education Consultant.

Timeframe, mode of service: As necessary 

Deliverables: N/A

Necessary qualifications and experience:

  • Specialised trainings in a relevant field (e.g. pedagogical studies, psychology, international relations, etc.); relevant university degree would be a significant asset;
  • Relevant working experience;
  • Good understanding of education issues;
  • Very good analytical skills, experience in research and the writing of analytical reports;
  • Very good organizational skills;
  • Fluency in Russian language and excellent knowledge of English language; knowledge of other relevant languages would be an asset;
  • Ability to work in a multi-national environment with team members from different cultural backgrounds.
