Senior Program Manager: ASIA

The National Democratic Institute for International Affairs (NDI) seeks a Senior Program Manager to join its Asia team and support democratic development projects in the South Asia (including Afghanistan) and Southeast Asia regions. This full-time position is based in NDI's Washington, DC office.

Responsibilities:

  • Contributes to the planning, design and evaluation of NDI's programs in collaboration with local partners, in-house experts, external experts and advisors
  • Provides leadership and support in day-to-day internal management of country programs and acts as management focal point
  • Provides field offices with program and operational support
  • Drafts and edit briefing memos, reports, work plans and proposals
  • Manages work plan discussions and processes for work plan drafting and submission
  • Monitors program implementation and shares results with donors, program partners and other stakeholders
  • Ensures compliance with donor regulations and NDI policies by program staff in DC and in the field
  • Develops program concepts for proposals in collaboration with functional teams; develops program objectives that reflect broader institutional strategies and approaches in tandem with senior staff
  • Maintains contact with NDI partners overseas and brief political, civic and business leaders, donor organizations and members of the international community on NDI activities
  • Acts as liaison with members of NGO, funding and Washington policymaking communities; formulates funding ideas and pursues funding sources
  • Manages and monitors program funds, including timely reconciliation of program expenses
  • Supervises, guides and mentors subordinates in the D.C. office
  • Travels to the region (at least twice a year), as needed, to support in-country programs

Qualifications:

  • Bachelor's degree, preferably in international relations or related subject.. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • A minimum of ten (10) years relevant work experience in international development, community organizing, political campaigns, organizational development or legislative affairs
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions and negotiate
  • Competency in one or more areas of NDI's functional programs, in addition to knowledge of South and Southeast Asia's political and operational environment
  • Extensive experience managing large programs and grants funded by the United States Agency for International Development (USAID)
  • Analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts
  • Strong writing skills, clear and persuasive and experienced enough to edit all types of team documents
  • High degree of organization, initiative and attention to detail
  • Ability to manage, lead, inspire and motivate staff where results are clearly beneficial
  • Experience in program design and strategy development
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired
  • Seasoned budget and accounting skills
  • Ability and willingness to travel to regional locations
