Position description

We are seeking an ambitious, dynamic, and experienced climate and carbon management specialist to join our team in Brussels as Climate Programme Manager. Reporting to the Executive Director, the post-holder will lead the development and implementation of HCWH Europe’s climate strategy and work programme. Specific activities will include the design and delivery of a new 2030 Roadmap for Climate-smart healthcare in Europe, setting out a vision, goals, and strategic framework to coordinate the European healthcare system’s response to climate change across the areas of leadership, resilience, and mitigation.

The ideal candidate will have a track record in the both the design and implementation of practical carbon management initiatives as well as policy and advocacy work relating to climate change and its impacts on health. In addition they should be familiar with the operations of EU institutions and the formation of EU policy.

The candidate will be dynamic, results-focused, and highly motivated; a self-starter able to organise their own diverse and complex work programme and an effective team member. They will also be an excellent communicator, confident working in a network environment, and able to communicate complex information to a diverse audience. Experience working with the health sector would be an advantage.

The role is based at our Brussels office but remote working will be considered in certain circumstances for the right candidate.

Key responsibilities:

  1. Lead the development and implementation of HCWH Europe’s Climate-smart Healthcare strategy and programme, including a 2030 Roadmap for Climatesmart Healthcare in Europe
  2. Responsible for carrying out policy and advocacy work on climate and energy, including:
    • Influencing the EU debate on climate and energy
    • Participating in ad hoc meetings with the EC, MEPs, and other key policy makers
    • Reacting to public consultations as required
    • Participating in and contributing to NGO networks and conference calls with partners
  3. Develop and manage the European Healthcare Climate Council, including organising and facilitating meetings, and playing an active role in engaging members to achieve the council’s objectives
  4. Building partnerships with other NGOs and key bodies, e.g. WHO Europe, CAN Europe
  5. Manage climate-related projects, collaboration with partners and consultants, and prepare project reports
  6. Develop and roll-out carbon management tools across HCWH Europe membership to support uptake of carbon reduction efforts and support members with identification of funding opportunities as appropriate
  7. Support the Associate Director, Engagement & Partnerships to grow HCWH Europe’s network in Europe, developing relationships and identifying best practice solutions for Climate-smart Healthcare
  8. Develop data collection, measurement, and reporting processes to track progress towards climate and carbon reduction goals in Europe
  9. Lead on roll-out of the Healthcare Climate Challenge and awards as part of Global Green & Healthy Hospitals initiative in Europe
  10. Lead the coordination of HCWH Europe’s participation at international climate summits and events (e.g. UNFCCC COPs), and organise events and members’ meetings in parallel with these
  11. Research and write briefings, position papers, reports, press releases, and blogs on climate and energy issues related to the healthcare sector
  12. Organise members meetings and webinars on climate and energy
  13. Coordinate HCWH Europe’s climate work with other HCWH regions, liaising with international staff
  14. Lead on the design, organisation, and delivery of the annual European Healthcare Climate Summit
  15. Design, organise, and facilitate sessions on climate and energy at the biannual CleanMed Europe conference
  16. Contribute to funding proposals as required
  17. Support the work of other key HCWH Europe programmes and policy initiatives, in particular where these intersect with the Climate-smart Healthcare programme
  18. Travel and contribute to meetings within Europe and internationally as required
  19. Other duties that may reasonably be required in respect of the main purpose of the job

Qualifications

Educational/professional qualifications/experience:

  • Relevant academic degree in environmental science/law/policy, social science, or global/public health
  • Minimum of 5 years’ experience of implementation of carbon management and climate policy in large and complex organisations
  • Experience/knowledge of the European healthcare sector would be a distinct advantage

Desired knowledge, skills, and abilities:

  • Detailed knowledge and understanding of carbon management programmes and processes, including carbon footprinting, data collection and benchmarking, carbon abatement solutions, business case development, and investment strategies
  • Practical understanding of the Greenhouse Gas Protocol and its application in design and delivery of carbon management programmes
  • Good knowledge and understanding of international and EU climate policy
  • Working understanding of the operations of EU institutions and the formation of EU policy
  • Excellent communications and networking skills
  • Fluency in English (a working knowledge of another European language would be an advantage)
  • Confident operating in an international context
  • Working knowledge of standard office software (Word, PowerPoint, Excel)
  • Project management skills/experience would be an advantage
