Position description

This position is located in the Office of Program Monitoring and Evaluation. The incumbent administers close-out stage review of deliverables, particularly all grant final reports, to ensure all grant activities are in compliance with technical and administrative terms of the grant agreement. The incumbent is also responsible for overseeing and managing the Agency's audit review of select grant programs and the Success Fee Program.

Responsibilities

  • Conducts close-out compliance monitoring, close-out and auditing processing of USTDA's grant programs. Makes recommendations to senior staff on audit findings and close-out matters.
  • Administers close-out stage review of deliverables, including all final reports and cost share certifications, to ensure all grant activities are in compliance with technical and administrative terms of the grant agreement.
  • Makes recommendations whether to approve the final report and final invoice or take corrective actions.
  • Serves as agency's point of contact and advisor to the supervisor, agency management and staff on matters related to grant management and compliance, recommending correction actions, as appropriate.
  • Supports the development of monitoring and risk management strategies to ensure successful grant administration and program delivery.
  • Participates in dispute resolution during the closeout and termination phase of grants administration, including collecting data, contracting for technical reviews, and termination of awards, audits, and de-obligation of funding.
  • Designs and implements new policies and processes to ensure that all technical and grants administrative requirements are met, the technical work is completed satisfactorily, contractor performance appropriately documented, and records are in order.
  • Serves as the compliance manager of the agency's "Success Fee Program," reviewing and analyzing all success fee reports for compliance.

Qualifications

At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to applying the mechanisms, policies and procedures of grants and other assistance awards; participating in close-out compliance monitoring and in close-out and auditing processes associated with grants, including review of deliverables and reports to ensure they meet all terms/requirements; collecting data and documentation for technical grant reviews; making recommendations on audit findings and close-out matters; advising the supervisor and staff on matters related to grant management and compliance, recommending corrective actions, as appropriate; supporting the development of monitoring and risk management strategies to ensure successful grant administration and program delivery; participating in dispute resolution during the close-out and audit phase of grants administration, including collecting data; and participating in grant termination, audits, and de-obligation of funding. Experience in grant and award administration and termination, particularly as related to grant close-outs and compliance, is required; OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields: marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations; OR
C. A Combination of education and experience as listed above.

At the GS-12level, you must meet the following qualification:

Specialized experience for this position includes but is not limited to: applying the mechanisms, policies and procedures of grants and other assistance awards; conducting close-out compliance monitoring and close-out and auditing processes associated with grants, including review of deliverables and reports to ensure they meet all terms/requirements; collecting data and documentation for technical grant reviews; making recommendations on audit findings and close-out matters; serving as an advisor to the supervisor, management and staff on matters related to grant management and compliance, recommending corrective actions; supporting the development of monitoring and risk management strategies to ensure successful grant administration and program delivery; participating in dispute resolution during the close-out and audit phase of grants administration, including collecting data, contracting for technical reviews; managing audits, including analyzing and commenting on draft and final audit reports; and participating in grant termination, audits, and de-obligation of funding. Experience in grant and award administration and termination, particularly as related to grant closeouts compliance, is required.

At the GS-13level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: applying the mechanisms, policies and procedures of grants and other assistance awards; conducting close-out compliance monitoring and close-out and auditing processes associated with grants, including review of deliverables and reports to ensure they meet all terms/requirements; collecting data and documentation for technical grant reviews; making recommendations on audit findings and close-out matters; serving as an advisor to the supervisor, management and staff on matters related to grant management and compliance, recommending corrective actions; supporting the development of monitoring and risk management strategies to ensure successful grant administration and program delivery; participating in dispute resolution during the close-out phase of grants administration, including collecting data and contracting for technical reviews; participating in grant termination, audits, and de-obligation of funding; overseeing audits, including analyzing and commenting on draft and final audit reports; and design and implement new policies and processes to ensure that all technical and grants administrative requirements are met, the technical work is completed satisfactorily, contractor performance appropriately documented, and records are in order.
