The Southeast Asia Program Officer works collaboratively both within the Southeast Asia Program and the larger Open Society Foundations (OSF) as well as with external entities to carry out a variety of responsibilities directed towards OSF's overriding goal of promoting open societies around the world.
Based in London, the Southeast Asia Program Officer will be part of the Asia Pacific Regional Office (APRO) team and will report to the Southeast Asia Regional Manager, with a focus on strategy development and implementation, policy analysis, and advocacy to promote the Program's vision. The position requires a deep understanding of the landscape of activism in the region and a strong strategic sense of the avenues for change in the Southeast Asian context, both within the government and civil society.
The Southeast Asia Program Officer will develop and set strategies for portfolios (under the supervision of directors and managers), implement those strategies and ensure that activities conform to and advance those strategies, as well as assess the efficacy of strategies. While the work is largely involved with grant making and advocacy, the Southeast Asia Program Officer is also expected to understand and appropriately use other tools to advance strategy. In terms of grant making, the Program Officer plays a key role in developing and maintaining OSF's relationships with organizations and, when appropriate, taking responsibility for judgments and recommendations regarding organizational eligibility. The Program Officer is the person ultimately responsible for leading the discussion with current and potential grantees around the goals, scope, amount, type, and duration of support.
Typical Duties and Responsibilities:
• Provide a bold and strategic vision for innovative program development in Southeast Asia; adding value to the existing efforts and developing new programming around promoting enabling space for civil society in the region.
• Oversee with considerable autonomy the grant making, operational and advocacy strategies in Southeast Asia.
• Negotiate and manage grants, projects, project budgets, and contracts with diverse organizations/individuals. Personally communicate to grantees our reasons for funding or not funding and our expectations for the relationship or grant.
• Guide the work of colleagues in other program roles with respect to organizational relationships, assessments, grant development and the development of other tools to accomplish strategies.
• Assess the organizational capacity of partners, including an understanding of financial and administrative strength, and provide mentoring and technical assistance through long-distance support.
• Monitor and analyze political and social developments in Southeast Asia, and advise OSF colleagues on important developments.
• Prepare and deliver concise, targeted written reports and presentations for diverse groups, including peers, internal boards and external audiences.
• Participate in team calls and meetings and represent APRO in internal and external meetings.
• Substantial years of progressively responsible experience in the fields of interest for the Program in a large and complex organization, preferably in the non-profit or philanthropic field.
• Work experience and nuanced understanding, including familiarity with current controversies/issues and leading actors, in at least one field related to human rights, justice and governance in Southeast Asia is required.
• Sophisticated understanding of the structure and workings of both formal and informal organizations (NGO/non-profit organizations, public agencies, etc.), networks, and social movements in Southeast Asia.
• Strong analytical and critical thinking and synthesis skills required, with a demonstrated diplomatic approach to building and sustaining relationships with multiple stakeholders.
• Excellent oral and written language skills in English. Proficiency in an additional local language is a plus.
• Willingness and ability to travel domestically and internationally on a frequent basis.
• Willingness to adjust working hours to include calls and discussions with other parts of the foundation located in various geographic regions.
• Ability to work efficiently to meet tight deadlines and on a wide range of tasks simultaneously.
