Position description

This position is located in the Department of Commerce, CS/Global Markets, Los Angeles, CA; San Diego, CA or, Irvine, CA serves as the Regional Director for the Pacific South region. The primary purpose of the Regional Director is to manage and supervise US&FCS functions, programs, employees, and resources that are dedicated to the USEACs throughout the region.

Responsibilities

  • Leading and supervising multiple offices and project teams consisting of professional personnel to accomplish organizational objectives.
  • Providing oversight of trade promotion operations and agency metrics in the region, and planning, leading, and coordinating efforts of multiple organizations and participants in the implementation of agency programs.
  • Overseeing the expansion of the assigned U.S. exporter base through regional staff; identifying export promotion and economic development partners in the Regional Strategic Plan.

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, B, or C):

Possess undergraduate level education in the following Major study -- global business management, global public policy, international finance, business administration, textile and apparel studies, political science, economics, marketing, international trade, international business, international affairs, international relations, international economics, or other related fields of study. (Must provide transcripts)B. Possess graduate level education in the following Major study -- international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. Possess experience that demonstrated the application of knowledge of international economic and political factors influencing the flow of goods and services between countries; the impact of government policies and regulations, business conditions, and market structures on international competitiveness; or of problems and techniques relating to the sales and marketing of goods and services in world markets.

AND

Specialized Experience:GS-15: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing the following duties:

  • Planning and distributing work to be accomplished by subordinates.
  • Providing oversight of trade promotion operations and agency metrics.

Time-in-Grade Requirements: 
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
