Position description

Sr. Program Officer needed to work in close collaboration with the Southern Africa Senior Program Manager to support the Mozambique country team. Responsibilities include ensuring that good project management practices and tools are being used to stay on scope, schedule, budget in the region and for the country supported; providing support to country and region as requested/needed by the country directors. SPO will also support quality improvement and assurance initiatives in the region and support countries in the region to win new business.



  • Serve as proposal writer and program lead for regional opportunities and countries as needed including for Mozambique and track regional new proposal development (NPD) needs
  • Provide budget inputs and conduct budget reviews for proposals

START-UP and Close-Out:

  • Lead Project management trainings and develop Project Charters with team
  • Lead project management start-up workshops in countries
  • Mentor PO in start-up processes
  • Conduct start-up after action reviews
  • Support country to develop quality workplan
  • Manage close out process according to internal processes and donor guidelines
  • Conduct After Action Reviews for closed out projects


  • Establish and run the routine monthly operations meetings
  • Monitor sub-award
  • Track and manage project management standards for projects in region
  • Review/troubleshoot workplans and budgets
  • Review and escalate quality concerns in region (technical, project management, financial management, compliance)
  • Support regional communication needs
  • Ensure knowledge management is maintained for Mozambique


  • Hiring manager as needed for new staff
  • Orientation for new Jhpiego program officers in the region
  • Additional assignments as assigned


  • Fluent Portuguese or Spanish language skills
  • MPH or equivalent advanced degree
  • Certified in [email protected] (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • 7 years’ experience at Program Officer level
  • Proven experience successfully managing large complicated public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) by at least 4 different types of donors, including one USG donor in multiple countries with experience:
    • Submitting high quality reports submitted on time to donors
    • Managed partners as part of a consortium
    • Developing, analyzing and reviewing budgets
    • Analyzing expenses, variances, accruals, and pipelines
    • Successfully started up a new project
    • Successfully developed work plans with multiple partners
    • Successfully closed out a large project
  • Proven experience successfully supporting new program development
    • Served as program lead on at least 5 proposals – including budget inputs
    • Successfully served as proposal writer on 4 proposals >$10M (e.g., USAID bi-laterals)
  • Experience working at least 2 years overseas with Jhpiego or another NGO
  • Experience supervising and mentoring staff
  • Experience training
  • Proven experience successfully dealing with challenging situations (HR, fraud, donor, etc.)
  • Experience representing Jhpiego at high level meetings
  • Strong understanding of at least 5 technical areas Jhpiego works in.
  • Deep understanding of financial management principles
  • Knowledge USG rules and regulations
  • Experience with Office 365
  • Understanding of Jhpiego’s strategy, work, processes
  • Strong organizational skills
  • Ability to identify opportunities for improvement and make constructive suggestions for change

  • Travel: Ability to travel 30%
  • Contractual financial management experience preferred
  • Advanced Excel skills preferred
