Position description

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the Position

The ICT Manager provides technical support and administration of the DFAT communication systems at post. While the position works closely with Regional and Canberra-based technical and IT officers, the ICT Manager is required to operate with a high degree of autonomy and self management to resolve issues. The ICT Manager is heavily relied upon during high level visits and meetings to manage communications and security systems. The position can require out of hours work. Some manual lifting to support broader Post operations may also be required from time to time.

Key responsibilities

  • Manage and maintain all aspects of DFAT’s classified and unclassified systems and networks, processes, databases, internet and user administration in accordance with departmental guidelines.

  • Maintain stand-alone networks used for time-keeping, CCTV/Security, Door Control and Internet access. This includes maintenance and operation of the specialist systems used to perform these functions.

  • Support high level visits, including developing and implementing Information Security Plans, managing all aspects of delivering secure communications and setting up and supporting the temporary offices.

  • Maintain stand-alone PCs, laptops, iPads, cable TV and other office-supplied computer devices and peripheral equipment.

  • Maintain operation of the Posts' telephone and videoconferencing systems, automatic answering, voice-mail and facsimile services. This includes providing expert technical assistance and resolving hardware issues, and the provision of training to users.

ICT Manager – New York – December 2019

  • Liaise with telecommunications service suppliers for the provision, maintenance and service of lines and associated equipment. Monitor telecommunications providers' accounts to ensure all charging is accurate and appropriate.

  • Install and maintain office-provided computer and communications equipment and services in the two Official Residences.

  • Provide input and recommendations on office computer and telecommunications equipment for inclusion in the Posts' Assets Management Plan. Arrange purchase, delivery and installation of approved items.

  • Provide new staff members and official visitors with computer, mobile and telephone network access, basic training and set-up support. Assist staff in resolving IT and telephone problems as they arise.

  • Manage security procedures including regular combination and alarm access changes, maintain combinations register, maintain duplicate keys register and maintain the keywatcher in accordance with departmental guidelines

  • Manage and maintain security system and access control system including creation, access amendment and deletion of users; and perform classified equipment custodian duties.

  • Perform oversight and escorting duties for contractors/tradespeople in the restricted area.

  • Undertake asset management tasks, including regular stocktakes and maintain appropriate records of Portable and Attractive items used at Post.

  • Manage and prepare the despatch and receipt of all Safe Hand diplomatic bags (safe hand officer).

  • Other duties as required. 


  • Excellent communication and interpersonal skills for customer service – including: face-to-face, e-mail and telephone communication, including demonstrated high level commitment to quality customer service, support and delivery

  • Functional expertise in technology and network administration, and the ability to learn additional skills in this area quickly or on-the-go

  • Demonstrated prior responsibility for network administration or experience in this field

  • Strong time management and multitasking skills

  • Ability to interpret technical language to non-technical colleagues for their


  • Experience maintaining systems, processes, databases, internet and intranet

  • Experience in management and tracking of an asset and device register

  • Demonstrated knowledge of current PC related hardware and maintenance

  • Flexibility, reliability, adaptability and the ability to respond to changing work

    priorities as demand requires, including responding out of hours
