This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA), Kabul. The Senior Programme Management Officer will be based in Kabul and will report to Deputy Special Representative of the Secretary-General (DSRSG) Development.
Kabul is currently classified as an "E" hardship duty station and a non-family duty station. United Nations Security Council Resolution 2405 (2018) mandated UNAMA to “promote, as co-chair of the Joint Coordination and Monitoring Board (JCMB), more coherent support by the international community to the Afghan Government’s development and governance priorities, including through supporting the ongoing development and sequencing of the Government’s reform agenda, mobilization of resources, coordination of international donors and organizations as facilitator and co-convener of development policy for a, including in developing and monitoring frameworks of mutual accountability, promoting coherent information sharing and analysis, design and delivery of development assistance in a manner consistent with Afghan sovereignty, leadership and ownership, and direction of the contributions of United Nations agencies, funds and programmes, based on the “One S/RES/2405 (2018) 18-03627 5/12 UN approach” The Senior Programme Management Officer manages UNAMA’s donor coordination efforts under the guidance of the DSRSG/RC/HC.
Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties:
- Provides strategic and operational advice to the DSRSG/RC/HC.
- Manages the mission’s donor coordination role by facilitating regular discussion between the government and the donor community.
- Facilitate senior mission leadership engagement with donor community.
- Work jointly and collaboratively with Ministry of Finance to facilitate preparation for international development events on Afghanistan.
- Coordinate international partners in supporting Government resource mobilization efforts for Afghanistan’s security and development.
- Coordinate with the UN Agencies Funds and Programmes in their joint efforts to work with government and donor partners in the delivery of their respective mandates.
- Develops theories of change to guide programmes.
- Develops and evaluates programmes; directs subordinates in programme development planning, implementation, monitoring and assessment.
- Directs review of relevant documents and reports; identifies priorities, and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow up actions.
- Directs and oversees research and programme evaluation and presents information gathered from diverse sources
- Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned programme, including legislation or policy.
- Coordinates policy development and implementation; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
- Guides design of data collection and surveys; reviews, analyzes and interprets responses, identifies issues and prepares recommendations and conclusions.
- Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications, etc.
- Directs substantive support to consultative and other meetings, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Manages outreach activities; designs and conducts training, seminars, etc.; and, makes presentations on assigned topics.
- Provides guidance to external consultants, government officials and other stakeholders.
- Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the mission.
- Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
- May perform other duties as required.
- Professionalism: Cutting-edge knowledge of the post-conflict assessment, monitoring and evaluation concepts, methodologies, and research techniques relevant in stabilization and peacebuilding contexts. In depth knowledge of stabilization and early recovery issues, Trust Funds, and Quick Impact Projects. Detailed understanding of conflict analysis as the basis for programmatic priorities and delivery. Sound knowledge of social science research techniques of relevance for post-conflict monitoring and evaluation. Ability to work in difficult circumstances, including crisis situations. Works to mainstream gender and to empower women in internal and external activities. Ability to apply UN rules, regulations, policies and guidelines in work situations. - Advanced university degree (Master's degree or equivalent) in business administration, management, economics, statistics or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of ten (10) years of progressively responsible experience in development of strategies for donor funded civilian support in fragile states required;
- Coordination of donor funded programmes required;
- Policy development and monitoring related to donor assistance is required; Programe development or management is required.
- A minimum of five years' experience in monitoring and evaluation is required;
- Experience in post-conflict contexts; demonstrated political acumen in complex settings is highly desirable.
- English and French are the working languages of the United Nations. For this advertised position, fluency in oral and written English is required.
