JOB SUMMARY: 
The incumbent will serve as a Supervisory HR Specialist for the Employee and Labor Relations (E & LR) Activity and is responsible for leading a team who provide a variety of human resources advisory services including management advisory functions in the areas of employee and labor relations.

DUTIES: 
["As a Supervisory HR Specialist (Employee & Labor Relations) you will: Provide expert advice and guidance on employee relations and labor relations. Analyze, evaluate, and develop major aspects of agency HR programs. Provide authoritative advisory service and/or develop authoritative policy interpretations. Research and recommend appropriate action or interpretation of issues in all areas of labor relations and management-employee relations. Serve as a supervisor and lead a team who provide a variety of human resources advisory services in the area of employee and labor relations. Perform administrative and personnel management relative to staff supervised. Develop performance standards and evaluate work performance of subordinates. REQUIREMENTS:

QUALIFICATIONS REQUIRED: 
Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in (1) performing the administrative and personnel management functions relative to staff supervised/lead; (2) Serving as a labor and employee relations advisor, which includes establishing and maintaining effective relationships with labor organizations that represent employees; and (3) experience providing continuing advice and guidance in the areas of Negotiated Agreements, appeals and grievances, conduct and discipline, counseling, alternative discipline and other dispute resolution methods.
