Position description

EnCompass LLC is seeking candidates for a temporary contract position as mid-level International Development Recruiter to support the talent acquisition team.  The ideal candidate would be social media savvy, have prior experience recruiting international development consultants and fulltime staff for proposals, projects and headquarters. This temporary position will provide crucial support in full life cycle recruiting for EnCompass staff, project and proposal positions. As part of the Talent Acquisition team, this role must ensure a positive candidate experience throughout the recruiting and hiring process. 

This position is based at EnCompass headquarters, in Rockville, Maryland. This would be for an estimated 2-3 months. 

NOTE: This position is expected to be remote, due to COVID-19.


Position Duties and Responsibilities

Essential functions include:

  • Post job ads on the company website, relevant job boards, social media, and professional associations, and actively source for passive candidates as needed
  • Evaluate applications, review CVs/resumes, disposition unqualified applicants, shortlist qualified candidates for Hiring Manager review, complete initial recruiter screenings with candidates to establish which candidates will be interviewed
  • Manage the interview process for each vacancy they have been assigned, including scheduling, following up with Hiring Managers and interviewers, as well as the candidate, collecting relevant documentation and completing reference checks for finalist
  • Serve as a Talent Advisor to the Hiring Managers, with guidance from the Senior Talent Acquisition Specialist as needed
  • Maintain and apply knowledge of diversity, equity and inclusion best practices in recruiting
  • Assist in the maintenance of both the ATS and the Consultant Database
  • Escalate complex situations to the Senior Talent Acquisition Specialist
  • Apply knowledge and understanding of OFCCP compliance requirements for recruitment
  • Other duties, as assigned



  • Minimum of a Bachelor’s degree and 6 years of experience

Experience and Skills

  • Prior demonstrated experience in recruiting, with at least 3 years’ experience in international development recruiting
  • Proficiency in using professional social media
  • Flexible and able to adapt to the dynamic recruiting environment of international development
  • Able to easily learn how to use new software and technology
  • Fluent in English with clear verbal and written communication and diplomacy skills
  • Organizational skills with unfailing attention to detail
  • Able to work within tight deadlines as needed
  • Demonstrated successful track record in building relationships with candidates and clients
  • Excellent problem-solving skills and ability to work effectively with diverse teams and tasks
  • Strong experience with applicant tracking systems and consultant databases
  • High level of proficiency with Microsoft Office applications and databases
  • Experience with diversity, equity and inclusion in recruiting is preferred
  • AIRS recruiter certification preferred
  • Knowledge of recruitment compliance guidelines such as the AIDARs and OFCCP preferred
  • Additional language fluencies would be a plus, but not required
  • Prior experience using iSmartRecruit would be a plus, but not required
  • Ability to use an appreciative approach in client and colleague interactions, and models that approach for others
