Key Roles Responsibilities:

Program Quality Manager

In support of the Country Representative (CR), who will be fulfilling the roles typical to a Head of Programming, you will support the CR by contributing to creating and maintaining the proper conditions for learning. Help establish a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Promote accountability, learning and knowledge management as part of the implementation of the MEAL policy. Other illustrative tasks that the CR would ask you to do may include: coordinating with CP operations staff to ensure appropriate project budgeting and efficient use and stewardship of project material sources, coordinating the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches, contributing where needed in the business development cycle to ensure quality proposals per agency and donor standards, and coordinating technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, business development and operational activities.

BD Specialist

You will support the expansion and diversification of revenue from institutional donors and non-traditional funding sources to achieve Catholic Relief Services' (CRS) strategic objectives. You will operate as a member of the Country Program (CP) and/or region's Business Development Team, providing direct support to strategic growth opportunities as well as helping to strengthen CRS' Business Development-related systems, processes, relationships and staff capacities. The Business Development Specialist will support the agency's competitive pursuit of institutional donor resources.

Lead Technical Design Support

As an integral member of the proposal team, you will provide inputs to the Lead Writer to inform the Problem Statement, Strategy, Activity Descriptions, Implementation Plan, and other technical sections as defined in the RFP, drawing on working knowledge, program data, secondary literature, and existing agency documents. You will also be responsible for researching, analyzing and proposing interventions to the Technical Design Lead in the areas of Alternative Basic Education and Youth Livelihoods. You will have two staff members who will assist you in any information gathering. You will provide concrete and detailed feedback on CRS technical proposal during the review cycles and remain available for follow-up support to the proposal team concerning feedback provided during review cycles.

Supervisory Responsibility

  • Varies with assignment.

Key Working Relationships

  • Internal: CRS staff in countries of assignment, Regional Director and Regional Program and Operations staff;
  • External: Catholic Church Officials, Catholic Church agencies, local partner organizations, host country government agencies, donor agencies, international and national non-governmental organizations, UN agencies, foreign governments, vendors.

Qualifications:

  • Masters in International Development/Relations or related field;
  • Must have previous experience in Adult Education and Youth Livelihoods projects; preference will be given to those who have experience in Alternative Basic Education;
  • Previous experience in Liberia strongly preferred;
  • Previous experience with CRS is required for this position as either a consultant or an employee;
  • 5 or more years of progressively responsible experience in private voluntary organization (PVO) leadership and management;
  • Previous experience managing a large-scale PVO country program or project. Experience with CRS required;
  • Proven ability to negotiate and work with local Church and government;
  • Strong interpersonal, communication and organization skills as well as good judgment, vision and maturity;
  • Ability to operate successfully amidst complexity and uncertainty;
  • Demonstrated effectiveness with short- and long-term planning, as well as financial, human resource, and program management;
  • Experience with institutional strengthening and partnership building helpful;
  • Ability to work effectively in diverse environments and under pressure;
  • Demonstrated understanding of the importance of staff development;
  • Fluency in English, and relevant foreign language additionally preferred.
