Overview of the Position

This position is located in the U.S. Global Development Lab’s (Lab) Administrative Management Services Office. The Lab is an organization established to harness the power of Science, Technology, Innovation and Partnership (STIP) to significantly accelerate the achievement of foreign policy and development goals. The Lab’s two part mission is: 1) produce breakthrough development innovations; and 2) accelerate the transformation of the U.S. development enterprise.


The Program Analyst provides support to technical staff, performing a variety of both complex and analytical duties. These duties range from routine tasks such as maintaining program files, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems.

The Program Analyst will work closely with the team and provide input on related technical and managerial issues. The program analyst will also work with other members of the team to assist in areas such as country backstopping, overall administrative support and other duties.


  • Serve as the relationship manager and programmatic point of contact
  • Respond to request for information, analysis and/or assistance
  • Provide partners with up-to-date information on USAID, the US Global Development Lab
  • Responsible for communication outreach to include promoting program
  • Track program activities and progress through logistics management and administration
  • Oversee and manage cooperative agreements to include timelines, reporting, modifications, invoices and compliance
  • Responsible for personnel placement processes in both DC and related Missions
  • Maintains liaison and communication with persons and groups from both within and outside USAID, speaking for the agency on routine scheduling issues
  • Coordinates with other organizational elements to direct invitations and related correspondence for the office
  • Uses standard approaches to perform a wide variety of duties related to special projects in involving administrative issues
  • Personally handles routine inquiries and those requiring knowledge of the organization’s activities or its internal administrative procedures
  • Participates in all relevant technical and managerial meetings for the purpose of assisting in management duties


  • Bachelor's degree and at least 5 years of relevant experience
  • Understanding of USAID’s mission and programs as they relate to a variety of administrative processes
  • Strong leadership and administrative skills, which may include documentation/presentation review, project analysis, and technical and programmatic administrative support activities
  • Must be well-organized, experienced in multi-tasking situations and highly motivated
  • Excellent written and communication skills and confidence interfacing with government and non-government officials
  • Manages various operational activities in support of one or more programs, based upon knowledge of programs objectives and requirements
  • Small to mid-level project management skills
  • Ability to problem solve and conduct independent analysis leading to recommendations
