Position description

The Institute for War and Peace Reporting (IWPR) is an independent not-for profit organisation that works with media and civil society to promote positive change in conflict zones, closed societies, and countries in transition around the world.

Location of the job: Washington DC / London / Hague preferred (IWPR Head Office). Deadline for Applications: October 23, 2020.

The role: 

We are seeking a Program Manager for a fixed term until June 2021 to manage and ensure the successful implementation of a number of media-related programs and activities in Africa, including those implemented by IWPR under a cooperative agreement with the US Government. The successful candidate will have extensive USG implementation experience, experience of work in Africa, a track record in ensuring USG compliance and overseeing subawards, as well as budgeting, reporting and designing effective monitoring and evaluation mechanisms.

The post holder will be able to demonstrate excellent leadership and project management abilities and will be expected to have strong budgeting and report-writing skills. S/he will be able to multitask and work to deadlines across varying time zones. S/he will be resilient, and comfortable visiting field operations in difficult environments (subject to Covid-19 regulations), or working late on a spreadsheet. Perhaps most importantly, s/he will possess exceptional communication skills and will be quick to absorb new information, adapt to changing demands and solve problems creatively. Familiarity with media and new media production is essential and an interest in IWPR’s work is a must, but commitment, intelligence and a determination to get the job done are more important than experience and/or contacts.

 You will:

  • Manage, coordinate and oversight of IWPR projects in the Africa region; achievement of the goals of all current projects; supporting in development and fundraising for the new projects in Africa; ensuring effective communication with local partners, IWPR representatives in Africa, and other countries; liaising and reporting to donors on activities and progress.
  • Plan and coordinate, in conjunction with the Africa Associate Regional Director, operations and administration of IWPR’s Africa programmes.
  • As required, directly manage implementation of projects, both programmatically and financially.
  • Work with partners to execute project plans, identify benchmarks for progress, keep an up-to-date record of project delivery and ensure project objectives are achieved within deadlines and budgets.
  • Apply monitoring and evaluation best practices to measure and report on the progress achieved by IWPR and its partners.
  • Monitor program financial management and budget control. Track subaward and project budget burn rates, reports and work closely with the Associate Regional Director to tackle project’s under/over spends, and oversees activities budgeting.
  • Complete all reports and documentation required by the project, working with the Finance Manager to ensure that all funds are used and reported properly.
  • Train and support sub-awardee staff and partners, where relevant, to ensure understanding of how to conduct and administer activities and ensure compliance with funders’ requirements and organisational policy and objectives.
  • Represent IWPR at donor meetings to ensure smooth project implementation.
  • Work closely with Associate Regional Director to ensure clarity around long-term programming, operational, and funding requirements.
  • Support the Associate Regional Director in development of funding proposals for IWPR’s work in Africa including leading desk reviews and editing proposals.
  • Train programme staff how to conduct and administer activities and ensure compliance with funders’ requirements as well as with organisational policy and objectives.
  • Ensure a work environment that is non-discriminatory and promotes open dialogue on gender-related and culturally sensitive issues.
  • Represent IWPR in external meetings, as required.
  • Ensure that IWPR policies and procedures are well implemented and practised by staff and partners, as well as ensure all donor / governmental regulations are strictly adhered to.

  • Master’s degree (or equivalent) in management, communications, political science, international relations, public relations/affairs, marketing, journalism or any other related field.


  • Working with a range of international donors, particularly US Government;
  • Ensuring full compliance to USG rules and regulations;  
  • Managing projects and budgets including project staff, M&E, sub-awards and contracts, including periods in a developing country;
  • Leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence;
  • Working with multiple sectors and achieving financial and contractual results.


  • Have exceptional interpersonal and relationship-building competencies, coupled with strong written and verbal communication skills, and be capable of managing conflict and conflicting views;
  • Have excellent report-writing skills with the ability to analyse and distil complex narrative and financial information;
  • Be a proven strategic planner and team leader with strong technical knowledge, demonstrating conceptual and analytical ability, good judgement, and an adaptive and flexible capacity;
  • Have advanced proficiency in computers, software, spreadsheet and finance management packages;
  • Be extremely familiar with media, media development and / or using social media in a development context;
  • Have an understanding of research and research best practices;
  • Be energetic and forward thinking; a creative individual with intellectual depth and high ethical standards;
  • Be able to coach on professional and work ethics and implement them.


  • Strong command of English; capabilities in languages spoken in Kenya and Nigeria is desirable.


  • Limited travel is expected due to the Covid-19 pandemic. However, a willingness to travel to the continent should the situation allow, is expected.
