Position description

IMPAQ International (an AIR affliate) is actively seeking a Chief of Party (COP) for an anticipated five-year United States Agency for International Development (USAID) Monitoring, Evaluation, Learning and Decision Support Activity for the Bureau for Europe and Eurasia (E&E). The Activity will holistically support USAID’s E&E Bureau in monitoring, evaluation, and learning (MEL) to assess program impact, measure results and document achievements and learning. Specifically, this activity seeks to: (1) design, implement, and disseminate findings from evaluations, assessments, surveys, and monitoring analyses; (2) facilitate intentional CLA use among USAID internal and external stakeholders; and (3) provide technical assistance to measurable increase MEL capacity among USAID staff and implementing partners, local organizations, government counterparts, private sector and academia.

The is a full-time position based in Washington, DC with regular travel throughout the region.

Responsibilities

The COP will play a key technical role in the implementation of demand driven evaluations (performance and impact), assessments and research (quantitative and qualitative), and ongoing context and performance monitoring activities to support evidence-based decision making throughout all stages of the program cycle; the strategic use of CLA for adaptive management at the strategy, project, and activity levels; and the design and delivery of MEL and CLA capacity building activities for USAID staff, implementing partners, local organizations, government counterparts, private sector, and academia. The COP will coordinate and be ultimately responsible for overall project management, external representation, all data collection, monitoring, report generation, evaluation and related tasks. The COP will act as a primary liaison with USAID E&E Contracting Officer’s Representative and Contracting Officer and will develop important professional relationships with USAID Missions throughout the E&E region, Activity staff, implementing partner staff, and some of the region’s most reputable social scientists and development professionals, in support of MEL efforts. Additionally, s/he will ensure the quality control, strategic vision and overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

Qualifications

  • Minimum of 10 years of experience designing, implementing, and managing MEL activities for USAID-funded programs and activities with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
  • At least eight (8) years of experience in supervision, staff development, and mentoring to complete high-quality products on time and within budget and ensuring the quality of their products, with prior Chief of Party experience, preferred.
  • Thorough technical knowledge of MEL and CLA concepts including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation planning, experimental and quasi experimental evaluation designs, management of evaluations, collaboration, organizational learning, and adaptive management.
  • Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis.
  • Prior utilization of Geographic Information System (GIS), web-based reporting and database management in programmatic monitoring, coordination, and evaluation, a plus.
  • Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.
  • Experience building and maintaining working relations with stakeholders, and demonstrated ability to efficiently and effectively interface (and represent IMPAQ) with donor agency counterparts, government officials, partner organizations, and other stakeholders.
  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills.
  • Proven project or program management and successful leadership in a mixed team environment in a development context.
  • Prior experience managing personnel, funds, and resources for multi-year, multi-task projects and overseeing procurement processes.
  • Experience with remote management of staff and partner organizations.
  • An advanced degree (MA) in management, social sciences, statistics, research or related field is preferable.
  • Excellent written and oral communication and outstanding interpersonal skills.
