Position description

Chemonics seeks a chief of party (COP) for the USAID/Jordan Economic Reform Activity (ERA) Task Order (TO) 1. Jordan ERA TO 1 is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, this activity will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Direct the project’s strategic planning in partnership with the COR to ensure coordination and establishment of effective partnerships with Jordanian government entities, private sector stakeholders, civil society organizations, donor communities, USAID Jordan and USAID implementing partners;
  • Institutionalize women’s economic empowerment by integrating the GESI into all ERA TO1 activities and ensuring inclusive, sustainable results;
  • Advance economic reforms by engaging key government stakeholders, especially the Reform Secretariat and Delivery Unit, in program design and monitor intervention effectiveness with overall goal to build institutional capacity to seize opportunities, develop innovative solutions, and enable sustainability;
  • Adapt technical assistance through existing systems analysis of Jordanian trade development and promotion entities and engage local, regional, and international public-private partners to address persistent pain points preventing growth in trade investments and quantity of exports;
  • Mobilize the private sector to engage in economic reform advocacy and to promote investment opportunities and potential for trade growth;
  • Engage the private sector in design and development of the activity’s innovative solutions to improve economy-wide competitiveness and form lasting public-private partnerships;
  • Align public incentives and private sector development, leveraging trade agreements and policy changes to strengthen the business enabling environment and improve firms’ competitiveness;
  • Coordinate with complementary USAID Jordan projects and other donor and multilateral institution efforts to develop a collaborative work planning method that aligns but does not duplicate efforts;
  • Supervise project leadership and empower all team members to achieve effective results;
  • Establish a culture of adaptive management, enabling staff and implementation partners to ensure cycles of learning are integrated into the activity’s approach and all can leverage MEL data, address emerging needs, and improve activities;
  • Identify and mitigate risks related to project implementation to ensure administrative and financial compliance with USAID policies and procedures;
  • Represent and communicate project activities and objectives in diverse settings, including high-level Jordanian government and U.S. government entities;
  • Ensure all project deliverables are of high quality and are submitted in a timely manner per contract requirements and at USAID’s request;
  • Translate emerging economic opportunities in Jordan into project activities that align with the ERA scope of work;
  • Oversees the timely production and delivery of high-quality work to meet activity objectives.

Qualifications

  • Master’s degree and 12 years of experience, or bachelor’s degree and 15 years of experience required;
  • Minimum 10 years management experience leading large trade, investment, PSE, partnerships, private sector development, or enterprise-driven growth programs; work experience in Jordan preferred;
  • Excellent interpersonal, diplomacy, and leadership skills with ability to manage high-level relationships;
  • Proven ability to form collaborative relationships with high-level private sector, multilateral, government representatives and other stakeholders;
  • Demonstrated ability to motivate and lead a diverse, dynamic team of professionals;
  • Prior experience managing large, complex activities and achieving performance objectives;
  • Fluency in written and spoken English required; proficiency in Arabic preferred;
  • Demonstrated leadership, versatility, and integrity.
