OMB is a fast-paced, high-performing organization that manages high workload demands and meets short deadlines in support of the President of the United States. OMB prepares the President’s Budget and sets Administration policies; measures the performance of agencies and programs; develops best practices to deliver services, benefits, & information effectively and efficiently; develops government-wide policies that guide Federal agencies in areas such as procurement, privacy and security, and financial management; coordinates & reviews legislation and regulations ensuring consistency with Administration policies. Issues are diverse, cross-cutting, complex, politically sensitive, & frequently involve developing policy around billions of dollars in resources.
The Health and Human Services Branch within OMB is seeking candidates for a permanent Program Specialist position. The branch is responsible for the review of policy, budget, legislative, regulatory, and management issues related to the Department of Health and Human Services and the Consumer Product Safety Commission. The selected candidate will be responsible for a mix of professional, analytic, administrative, and clerical work. materials. Specific duties include: Coordinating organization-wide and agency assignments on behalf of the Health Division to ensure accuracy and consistency with Administration policy; Managing data requests to agencies on various budget, policy, and management topics. This includes understanding the details of these data requests; clearly explaining the request and its purpose to management; determining an appropriate review process and timeline; answering detailed questions from HHS, the U.S. Consumer Product Safety Commission (CPSC), and OMB staff; identifying data inconsistencies; communicating across teams, and divisions; reviewing responses for accuracy; and coordinating review across teams; Communicating assignments and analysis clearly and succinctly, both orally and in writing, to multiple individuals within and outside of OMB; Collecting and analyzing program and budget data and assisting in the review and analysis of agency budget submissions, legislation, research materials, and other information related to assigned areas.

-Demonstrated excellence in professional communication and coordination.
-Ability to work well independently or in team settings, adapt effectively to rapidly shifting priorities, and work effectively in high-pressure situations.
-Competence and experience with analytical methods, including cost-benefit analysis and statistical analysis to evaluate programs, policies, and actions.
-A bachelors or advanced degree in health policy, public health, public policy, public administration, or economics, is strongly preferred.
