Position description

The International Coordinator Sexual and Reproductive Health and Quality Care is responsible for the overall development, planning, implementation, monitoring and evaluation of the Sexual and Reproductive Health programme. S/He will also have the responsibility for health system strengthening and financing for the promotion, design, monitoring and evaluation, equitable access of Family Planning for all sectors, including reproductive health commodity security and supply chain management system. S/he will provide technical advice and support to RH/FP/MH planners, policy makers, programme managers and service providers on national policies and programmes in the field of Sexual and Reproductive Health, and Maternal Health in the humanitarian setting. This will include conducting relevant research, analysis, and training to improve knowledge sharing in these areas. Particular attention will be paid to availability of uninterrupted quality Emergency Obstetric and Newborn Care (EMONC) services, skilled birth attendance and a method mix of Family Planning and maternal life-saving drugs. The incumbent will contribute to an enhancement of national capacity to mobilize and obtain social and political support for national policies and programmes in the field of Sexual and Reproductive Health/Maternal health.

Strategic Programme Leadership and Technical Representation

  • Plan, coordinate and lead the development, implementation, and monitoring of Sexual and Reproductive Health and Reproductive Rights (SRHR) policies of UNFPA to help achieve the ICPD agenda and Sustainable Development Goals in the country.
  • Contribute to the implementation of UNFPA Strategic Plan in the country, as well as the implementation of the Country Programme Document 2023- 2027.
  • Provide strategic guidance to staff and partners on matters related to the 3 Transformative Results, their integration, and the acceleration of the agenda.
  • Provide technical and programming guidance, including for emergency preparedness and humanitarian assistance.
  • Advise the country office and national counterparts on integrated approaches to improve reproductive health, (i) Maternal Health, (ii) Family planning, (iii) Gender Based Violence, in the humanitarian setting.
  • Nurture and maintain healthy networks with the vibrant and complex donors and CSO communities in Haiti.
  • Position UNFPA on the financing and the funding issues.
  • Represent UNFPA on substantive issues and support advocacy for SRH/MH, governmental, U.N., and other policy and technical meetings and seminars.
  • Collaborate with UN agencies, academia, professional societies, and act as focal point for inter-agency working groups in the health substantive area.

Oversight and coordination of the Country Office Health Programme implementation

  • Guide and manage an innovative and responsive programme for the effective implementation of all the CO Health programmes, ensure the quality of interventions and outcomes, coordinate implementation of interventions and activities, ensure monitoring and evaluation at all levels of the health system and document best practices and lessons learned in the management of the work plan with technical support from UNFPA and its partners.
  • Head the SRHR Unit of UNFPA Haiti Country Office, manage the team of professional and support staff based in both the capital and departments, and coordinate with the other units.
  • Support the integration and coordination of resilience approaches within the health programme to promote resilient households and communities, with sustained access to health services and other services for women, girls and youth through age and gender, in the context of high vulnerability to natural disasters and the regular occurrence of humanitarian situations.
  • Ensure strategic and efficient management of Health Programme’s financial resources while exercising proper financial controls and adherence to corporate financial policies, rules and regulations. Reporting in a timely manner on established structures.
  • Take a strong lead to promote and further the objectives and implementation of the inter-agency Project, Integrated System Services of Adolescent and Women.
  • Consolidate the coordination of the UNFPA health related programme and the different projects implemented with the team and the stakeholders present at national and decentralized levels while positioning UNFPA agenda in strategic discussions and policies.
  • Seek advice from Country office Operation Manager and team when deviation from rules and regulations may be necessary and propose alternative solutions to meet projects/Programme objectives.

National capacity development

  • Develop, review, and oversee the SRHR capacity development initiatives, and monitor the progress through regular monitoring and evaluation (M&E) and reports, to ensure demonstrable impact on maternal mortality reduction and universalization of quality reproductive health services.
  • Strengthen the technical and programme management capacities of UNFPA Haiti staff and implementing partners to ensure universal access to reproductive health, including family planning, skilled attendance at delivery, emergency obstetric and newborn care, midwifery, obstetric fistula repair, emergency preparedness and response, including minimum initial service package.
  • Identify, develop and/or adapt training materials and manuals in substantive areas.
  • Strengthen the capacity of national institutions in the areas of needs assessments, resource mobilization and monitoring and evaluation.
  • Provide technical assistance to national counterparts in the costing and effective implementation of the national reproductive health strategic plan.
  • Reinforce and advise national partners on effective supply chain management, including information management, forecasting, distribution, and information systems.

Advocacy and knowledge services

  • Contribute to the advocacy efforts to advance the ICPD agenda and the attainment of the SDGs.
  • Keep the Government, and other national and international development partners informed of UNFPA’s position and programme progress on SRHR, ensuring development of materials for evidence-based policy dialogues.
  • Ensure that SRHR, in humanitarian setting and the ICPD goals are adequately reflected in the Country overall development plan and sector strategies.
  • Ensure that state-of-the-art thinking and research is integrated within UNFPA’s SRHR Programme.

Partnerships and Networking

  • Foster partnerships and build networks with communities of practice on SHRH with government counterparts, national and international development partners, academia, institutions, NGOs, Media, other relevant CSOs, and the private sector.
  • Collaborate and coordinate with other relevant stakeholders and UN agencies.
  • Maintain close coordination and collaboration with UNICEF, UNAIDS and WHO health chiefs, particularly for the Joint project funded by Canada about “Integrated health Services for Adolescent Girls and Women in the greater south of Haiti”.
  • Lead the development and updating of MNH guidelines, standards, tools, and approaches.
  • Hold regular monitoring meetings with high-level officials of the Ministry of Health and Family Welfare and other key stakeholders and ensure strong networking among partners.

Resource Mobilization

  • Ensure that the SRHR Programme is adequately always resourced.
  • Prepare and/or facilitate development of proposals for mobilization of financial resources and identify staff and technical assistance gaps, ensuring timely recruitment of necessary personnel and/or consultants for the SRHR unit.
  • Lead the drafting of proposals for resource mobilization on health matters especially for the reduction of maternal mortality with cross border initiative with the Dominican Republic, expansion of the midwifery programme, integrated SRH/GBV programme.
  • Keep donor intelligence in SRHR and build and maintain healthy relationships with donors’ community.

Carry out any other duties as requested by the direct supervisor and/or the Representative.


  • Advanced university degree in any of the following areas - public health, medicine, social sciences, pharmacy, or other related fields. A course in essential drugs, health system strengthening, and financing and MIS is an advantage.
  • At least 7 years of professional experience and increasing responsibilities in managing RH or health programmes, including supply management systems.
  • At least five years of national and/or international experience in advising on RH/MH, health systems and supply management.
  • Extensive knowledge of supply management: forecasting, warehousing, distribution, transportation, and logistics information systems.
  • General knowledge of the principles and operational aspects of integrated RH/MH care.
  • Familiarity with UN development, humanitarian and peace continuum, and working procedures, especially UNFPA policies and programming procedures is an asset.
  • Fluency in English and French is required and working knowledge of Creole is an asset.
